RELIEVING D21 CTLR IS ALERTED BY AN ACR FLC OF EXPECTED CLRNC. THE RELIEVED D21 CTLR HAD BRIEFED THAT ALL CTL ACTIONS WERE COMPLETE.

Narrative

I WAS RELIEVING THE 'A' CTLR AT THE ARR POS. ONCE SETTLED IN; I WAS TO COMBINE THE 2 FEEDER POS AND THE OTHER ARR POS. ROUTINE. THE 'G' CTLR APPEARED TO HAVE EVERYTHING SQUARED AWAY -- ALL THE ARRS WERE IN SEQUENCE. HIS BRIEFING WAS THAT 'EVERYONE IS CLRED AND SWITCHED EXCEPT FOR ACR X.' MY QUESTION WAS; 'THEY ARE ALL ON TWR FREQ EXCEPT ACR X?' RESPONSE; 'YES.' THE APPEARANCE OF THE FINAL AND THE WORDS/BRIEFING LED ME TO BELIEVE THAT ALL WERE CLRED. ACR X WAS IN ACTUALITY ONLY ON BASE LEG AND NOT CLRED. ACR X CROSSED THE LOC (WHILE I WAS GETTING THE FEEDER POS SQUARED AWAY) AND CROSSED UNDERNEATH A BA46B ON THE OPPOSITE BASE LEG FOR THE SAME RWY. THE ACR X PLT'S QUESTION THAT ALERTED ME WAS; 'DID YOU WANT ME TO TURN IN?' I ISSUED THE TFC AND WITH THE VISUAL RESPONSE I INSTRUCTED ACR X TO MAINTAIN VISUAL SEPARATION. BOTTOM LINE IS THAT W SOMETIMES GET TOO LACKADAISICAL ABOUT OUR BRIEFINGS. CRITICAL ITEMS SHOULD BE TAKEN CARE OF BEFORE RELIEF. AND FINALLY; QUESTIONS I SHOULD HAVE ASKED WEREN'T ASKED BECAUSE OF HOW EVERYTHING APPEARED. BE VERY CLR IN YOUR BRIEFINGS (BOTH CTLRS).
