Narrative
NORTH AMERICAN P51D CONTACTED IND APCH JUST OFF OF MQJ AND INFORMED APCH THAT I WAS LNDG IND. APCH THEN GAVE A CODE TO SQUAWK AND I WAS TOLD TO EXPECT RWY 23L; BUT NO HDG TO FLY OR ALT TO MAINTAIN TO MY RECOLLECTION. I REQUESTED A 360 DEG OVERHEAD APCH TO WHICH THE CTLR SAID THAT HE WOULD CHK WITH THE TWR AND WHICH WAS SUBSEQUENTLY APPROVED AND I WAS TOLD TO CONTACT THE IND TWR CTLR. UPON CONTACT WITH THE TWR CTL; HE SAID I COULD EXPECT THE OVERHEAD BREAK AND THAT I WAS #2 TO FOLLOW TFC 12 - 1 O'CLOCK POS; AND I BELIEVE HE SAID IT WAS A BEECH 1900. I SIGHTED THE TFC APPROX 3-4 MI AHEAD OF AND TO THE R OF ME AND ADVISED THE TWR CTLR THAT I HAD THE TFC IN SIGHT. THE TWR CTLR SAID THAT I WAS #2 FOR RWY 23L. THE CTLR DID NOT TELL ME TO FOLLOW THE ACFT; MAINTAIN VISUAL SEPARATION WITH THAT ACFT OR GIVE ME ANY GUIDANCE AT ALL; JUST THAT I WAS #2. I WAS APPROX ON A 2 MI FINAL WHEN THE TWR CTLR ASKED IF I WAS GOING TO OVERTAKE THE OTHER ACFT. I RESPONDED 'I CAN DO A 360 DEG TURN IF YOU WANT.' THEN THE CTLR ASKED IF I STILL HAD THAT TFC IN SIGHT; TO WHICH I REPLIED; 'NO I DON'T HAVE THE TFC.' THE CTLR THEN TOLD ME TO MAKE A L TURN AND THAT THE TFC WAS 200 FT BELOW ME. THERE WAS NO INDICATION BY THE CTLR OF ANY URGENCY WHEN I WAS TOLD TO MAKE THE TURN. IT WAS AT THIS TIME THAT THE PLT OF THE OTHER AFT SAID THAT I HAD JUST PASSED 100 FT OVER HIM AND THAT HE WAS RESPONDING TO AN RA THAT HE HAD RECEIVED ON HIS TCASII. AFTER INITIATING A L TURN; THE TWR CTLR CLRED ME TO LAND ON RWY 23L. WHILE I WAS TAXIING IN; THE GND CTLR ASKED ME TO GIVE THEM A CALL.
