Narrative
I LANDED ON 9R AT FLL. THERE WAS TFC BEHIND ME AS I EXITED AT TXWY 'Q'; ON THE N SIDE OF THE RWY. I WAS GOING THROUGH MY AFTER LNDG CHORES (COWL FLAPS-OPEN; FLAPS-UP; TRANSPONDER; STROBES; LNDG LIGHTS-OFF; ETC.) THE HOLD LINE IS ON THE EDGE OF TXWY 'G'; SO THAT WHEN YOU CLEAR THE HOLD LINE; WHILE EXITING THE RWY; YOU ARE BLOCKING THE TXWY. JUST BEFORE I REACHED THE HOLD LINE 2 C-402 COMMUTER; THAT WAS TAXING FROM THE AIRLINE TERMINAL FOR TKOF ON 9R TAXIED IN FRONT OF ME FROM RIGHT TO LEFT AT A HIGH RATE OF SPEED. THE PLT WAVED-THERE WERE PAX IN THE BACK. THE TWR DID NOT WARN ME OF HIS PRESENCE (NOR WERE THEY SUPPOSED TO). I HAD NOT YET SWITCHED TO GND CTL. WHEN I DID CALL GND CTL; AND INFORM THEM OF THE NEAR MISS THEY INDICATED THAT THEY WERE NOT AWARE OF THE CONFLICT! THIS IS THE SECOND NEAR MISS UNDER THESE CONDITIONS THAT I HAVE HAD THIS YEAR. I WROTE TO YOU ABOUT THE FIRST. IT IS JUST A MATTER OF TIME BEFORE THERE IS AN ACCIDENT. 1) GND CTL SHOULD NOT CLEAR TAXIING ACFT ON TXWY 'G' IF THERE IS A LNDG ACFT. 2) COMMUTER PLTS ARE THE REAL CULPRITS- THEY EXERCISE POOR JUDGMENT; IN ORDER TO SAVE TIME. THEY SHOULD TAXI ON TXWY 'H' WHEN THERE MAY BE A CONFLICT. 3) THERE MUST BE BETTER COORDINATION BTWN GND CTL AND TWR; WHEN A LNDG ACFT EXITING MAY CONFLICT WITH ONE TAXIING. I TELEPHONED THE TWR TO DISCUSS THE SIT WITH THEM-THEY DID NOT SOUND TOO INTERESTED. 4) A COLLISION BTWN AN ACFT TAXIING AT A HIGH RATE OF SPEED; AND ONE THAT HAS JUST CLEARED THE RWY WILL BE VERY DANGEROUS. THIS PROB NEEDS TO BE RESOLVED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SPOKE WITH TWO SUPVRS AT THE TWR. HE INDICATED THAT; IN HIS OPINION; THE SUPVRS WERE NOT OVERLY CONCERNED WITH THE SIT AS BEING POTENTIALLY DANGEROUS. ONE INDIVIDUAL DID IMPLY THAT THE CTLR SHOULD STOP THE LNDG ACFT PRIOR TO THE HOLD LINE ON TXWY 'Q' WHEN THERE IS TFC TAXIING ON TXWY G. RPTR'S SUGGESTION THAT ACFT USE TXWY H VS G WHICH INVOLVES A RWY 09/27 XING FOR DEP ACFT WAS REJECTED AS BEING TOO INVOLVED.
