A B737-200 WAS DISPATCHED IN NON COMPLIANCE WITH THE L ENG START VALVE DEFERRED AS INOP ELECTRICALLY BUT MEL SPECIAL PROCS WERE NOT ACCOMPLISHED.
Narrative
DURING PRE-DOCK RUNUP FOR A 'B' CHK; MECHS FOUND THE PNEUMATIC FLEX HOSE FROM THE MAIN DUCT TO THE #1 ENG START VALVE RUPTURED. AFTER CONSULTING COMPANY PERSONNEL AND ENGINEERING; IT WAS DECIDED THAT THE START VALVE COULD BE MANUALLY OPENED. ENGINEERING AUTH DOCUMENT WAS ISSUED FOR REMOVING AND CAPPING THE RUPTURED LINE AS WELL AS PLACING THE ENG START VALVE ON MEL. ON CLB AND FROM ZZZ; THE #1 ENG PNEUMATIC PRESSURE PEGGED OUT ON THE PNEUMATIC PRESSURE GAUGE. A #1 BLEED TRIP WAS EXPERIENCED BY THE FLC. THE FLT CONTINUED TO MCO AT FL250. THIS SIT AROSE DUE TO A COUPLE OF ITEMS: 1) DUE TO A FAILURE ON THE MECH'S PART TO NOTICE A TEE-FITTING DOWNSTREAM OF THE PRESSURE REGULATOR FOR THE SLAT VALVE THAT IS PLUMBED TO THE BLEED VALVE REGULATOR. 2) THE VAGUENESS OF THE IDC IN THIS AREA CONTRIBUTED TO THE TEE-FITTING BEING MISSED UPON FIRST INSPECTION. 3) THE PART WE NEEDED WASN'T IN STOCK IN ZZZ AND WOULD NOT ARRIVE FOR 4 OR 5 HRS; SO I PUT PRESSURE ON MYSELF UNKNOWINGLY TO DISPATCH THE AIRPLANE.
