A B767 FLC EXPERIENCES A GND CRITICAL CONFLICT WHEN ABORTING TKOF ON ONE RWY AND CLRED TO EXIT INTO LNDG TFC ON THE PARALLEL RWY AT SVMI; FO.

Narrative

COM WITH CCS ATC IS DANGEROUS. ASKED IF WE COULD TAKE OFF IMMEDIATELY ON RWY 9. WE ACCEPTED; AND WERE CLRED FOR IMMEDIATE TKOF ON RWY 9. TAKING THE RWY; WHILST ADDING TKOF PWR; WE COULD SEE OVER THE HILL ON RWY 9 THE TAIL OF THE PRECEDING LANDED ACFT ON THE RWY IN FRONT OF US. HESITATING WITH THE PWR; WE ATE UP VALUABLE RWY WHILE WE WAITED FOR THE ACFT AHEAD TO FULLY CLR THE RWY. THIS TOOK A NUMBER OF SECONDS. MEANWHILE; AS THE AFT WAS CLRING -- THIS BEING SUCH AN UNUSUAL OCCURRENCE -- I QUESTIONED THE TWR TWICE FOR CONFIRMATION OF TKOF CLRNC BEFORE ADDING FULL PWR. THERE WAS NO RESPONSE. I ABORTED THE TKOF. I TURNED OFF RWY 9 AT INTXN C; CONSCIOUS OF THE POSSIBILITY OF A CLOSE LNDG ACFT BEHIND US. THE TWR TOLD US TO CLR THE RWY (NOT SPECIFYING ANY PARTICULAR RWY) AND CONTACT GND. THIS; AS FAR AS I COULD ASCERTAIN; MEANT HE WANTED US TO TAXI WELL CLR OF RWY 9. THE SPACE BTWN RWY 9 AND TXWY F -- WHICH ALSO SOMETIMES DOUBLES AS A RWY 9R -- IS EXTREMELY LIMITED. SO TO CLR RWY 9 CONSERVATIVELY WOULD TAKE US ONTO TXWY F/RWY 9R. TXWY F/RWY 9R HAD NOT BEEN USED AS A RWY SINCE WE HAD BEEN IN THE VICINITY. ASSUMING TXWY STATUS AND GIVEN THAT WE WERE TOLD TO CONTACT GND; I ASSUMED WE WERE EXPECTED TO USE IT AS SUCH. I DECIDED TO STAY ON TWR FREQ; WAIT AND LOOK FIRST; AWARE THAT OUR TAIL MAY BE IN CLOSE PROX TO RWY 9. WE FELT THAT DUE TO THE LIMITED ENGLISH SPEAKING CAPABILITY OF THE CTLR; IT WOULD BE UNLIKELY THAT WE COULD GET ANY KIND OF CLARIFICATION FROM HIM. ALSO; AT THE TIME HE WAS BLOCKING THE CHANNEL WITH SOME LENGTHY SPANISH DIALOG. UNKNOWN TO ME; PERHAPS BECAUSE THIS ALL OCCURRED ON THE RADIO IN SPANISH; THE ACFT IN CLOSE LNDG PROC (NOW OFF TO OUR R AND SLIGHTLY BEHIND) HAD BEEN RECLRED TO LAND ON RWY 9R (TXWY F). IT IS MY OPINION THAT A COLLISION WOULD LIKELY HAVE OCCURRED HAD WE FOLLOWED THE CCS TWR INSTRUCTIONS OF 'CLR THE RWY AND CONTACT GND.' AT ABOUT THE TIME THE ACFT TOUCHED DOWN RIGHT IN FRONT OF US; THE TWR CTLR TOLD US TO HOLD SHORT OF RWY 9R. YET HE HAD PREVIOUSLY HANDED US OFF TO GND. THE SIT DOWN THERE WITH CTLRS WITH LIMITED ENGLISH SPEAKING CAPABILITY WITH POOR ACCENT IS NOT NEW TO ME.
