INCORRECT TAXI CLRNC TO RWY 24; ISSUED BY ISP GND CTL TO A B777 RESULTS IN RWY INCURSION AND CONFLICT WITH A DEPARTING ACFT OFF RWY 15R.

Narrative

ISP WAS USING RWY 15R AS ITS PRIMARY RWY. WINDS WERE APPROX 170 DEGS AT 10 KTS GUSTING TO 15 KTS AND WE HAD LANDED ON RWY 24. ON TAXI OUT; WE REQUESTED RWY 24 FOR DEP; SINCE IT HAD A BETTER STOPPING MARGIN. WE WERE TOLD TO USE TXWY E AND HOLD SHORT OF RWY 33R. APCHING THE HOLD SHORT LINE FOR RWY 33L (RWY 15R); WE NOTICED THAT THE ACFT THAT WAS IN POS ON RWY 15R WAS STARTING TO ROLL. THE CAPT BEGAN BRAKING AT THE SAME TIME THE GND CTLR ADVISED US TO 'STOP.' OUR ACFT STOPPED 5-10 FT OVER THE HOLD LINE FOR RWY 15R/33L AND WELL SHORT OF THE RWY. AFTER THE OTHER ACFT WAS AIRBORNE; WE WERE CLRED TO TAXI TO RWY 24. I FEEL THIS INCIDENT HAPPENED BECAUSE ISP WAS OPERATING ON RWY 15; BUT THE GND CTLR GAVE US HOLD SHORT INSTRUCTIONS REF RWY 33. SINCE RWY 15R WAS THEIR PRIMARY; BUT WE WERE AT THE RWY 33 END; HE GAVE US INSTRUCTIONS REF RWY 33. HOWEVER; HE SAID 'R' INSTEAD OF 'L.' I DON'T KNOW IF HE REFED RWY 33 TO TRY TO HELP US AT THAT END OF THE RWY OR DUE TO HABIT PATTERNS. UNFORTUNATELY; IN THIS CASE; IT DIDN'T HELP. IT WOULD HAVE BEEN BETTER IF HE HAD REFED THE ACTIVE RWY (RWY 15R).
