CONTRACT PARACHUTE JUMP BE50 PLT REACTS TO NON COORD PARACHUTIST JUMP DEPARTING FROM OLM ARPT.

Narrative

ON THE AFTERNOON OF MAY/FRI/01; A PLT CAME INTO MY OFFICE ASKING IF ANYONE WOULD LIKE A LOAD OF SKYDIVERS FOR A DROP. OVER OLYMPIA. HE SAID HE RECENTLY RAN PAST HIS MEDICAL CERTIFICATE; SO NEEDED SOMEONE TO FILL IN FOR THE WKEND ONLY. I VOLUNTEERED; AND TOOK 3 JUMPERS IN A C182 THAT AFTERNOON FOR A SUCCESSFUL JUMP. AFTER LNDG; SOMEONE HANDED ME $20 AND SAID THANK YOU AND ASKED 'COULD I DO SOME MORE JUMPS TOMORROW?' ON THE MORNING OF MAY/SAT/01; I WAS TOLD THAT I WAS FLYING FOR COMPANY X. I HAD NOT KNOWN THIS BEFORE; BUT WAS AWARE OF THEIR POOR OPERATIONAL HISTORY AT ZZZ. BECAUSE I HAD COMMITTED TO THIS DAY'S WORK; I AGAIN FLEW 3 SKYDIVERS IN THE C182 TO ALT AND COMPLETED A NORMAL JUMP RUN WITH PROPER NOTIFICATION OF BOTH APCH CTL AND THE CTL TWR. THE NEXT FLT WAS TO BE CONDUCTED IN THE TWIN BEECHCRAFT BONANZA. I HAD EVERY REASON TO BELIEVE THIS ACFT WAS AIRWORTHY; BUT DID NOT HAVE ACCESS TO THE ACFT LOGBOOKS AT THE TIME. AFTER A THOROUGH PREFLT; I STOOD WITH THE GROUP OF SKYDIVERS AND ASKED WHICH ONE WOULD BE THE JUMP MASTER. I HAD GIVEN FLT INSTRUCTION TO MR X -- THE ONLY ONE OF THEM I KNEW -- AND ASKED IF HE WAS PLANNING TO BE THE JUMP MASTER. HIS REPLY WAS 'WE ALL WILL;' BUT HE COULD SEE THAT I WAS NOT SATISFIED WITH THAT ANSWER; SO HE POINTED TO ONE OF THE DIVERS I DID NOT KNOW AND SAID THAT HE WOULD BE JUMP MASTER; AND HE WOULD SIT NEXT TO ME AND RELAY INSTRUCTIONS. THEY TOLD ME THEY WANTED 'A PASS AT 4500 FT; THEN CLB TO 12000 FT FOR THE JUMP.' I TOLD THEM THEN; WHILE STANDING ON THE GND NEXT TO THE AIRPLANE; THAT I HAD TO NOTIFY BOTH APCH AND TWR; AND THAT I WOULD GIVE THEM BOTH 5 MIN WARNING AND 1 MIN WARNING PRIOR TO THE JUMP. I HELD UP MY HAND TO DEMONSTRATE WITH 5 FINGERS SHOWING AND 1 FINGER SHOWING AS I SAID THIS. THE WX WAS CLR AND UNRESTR. THE TKOF WAS UNEVENTFUL. I INFORMED THE TWR WE WERE A JUMP PLANE; REQUESTED A STRAIGHT-OUT DEP SBOUND FROM RWY 17; FLEW CLR OF CLASS D AIRSPACE; AND EXECUTED A 180 DEG TURN TO THE N AS I CLBED THROUGH 2700 FT. SINCE I WAS ABOVE THE CTL ZONE; I MADE GENTLE TURNS ABOVE THE DROP ZONE WHILE CONTINUING TO CLB. THERE WAS A COMMOTION IN THE BACK AS EVERYONE YELLED 'DOOR' AND THEY OPENED IT. MY FOCUS AT THIS MOMENT WAS TO SLOW THE ACFT DOWN AND I REDUCED THE THROTTLE; THEN TURNED TO LOOK BACK AS A JUMPER WENT OUT THE DOOR. ASTONISHED; I HELD UP MY HAND IN A 'STOP' GESTURE; SHOOK MY HEAD IN A NEGATIVE GESTURE; AND SHOUTED THE WORDS 'NO; STOP.' WHAT WAS RUNNING THROUGH MY MIND AT THAT MOMENT WAS THAT THEY MIGHT ALL FOLLOW THIS LONE JUMPER; BUT THEY ALL SAT THERE STARING AT ME AS IF THEY HAD NEVER ANY INTENTION TO DO SO. I TURNED TO XXXXXX AND TOLD HIM THAT I HAD NOT GIVEN WARNING TO ATC AND HE ENGAGED ME IN A CONVERSATION AS TO WHAT WE SHOULD DO; WHICH WASTED VALUABLE TIME; AS WE WERE NOW APCHING 10000 FT. I CALLED APCH AND GAVE THEM 5 MIN WARNING; CALLED THE TWR TO DO THE SAME. AFTER LNDG; I VISITED THE TWR IN PERSON. WHILE I WAS TALKING TO MR X; THE OWNER OF COMPANY X CALLED ON THE TELEPHONE TO ADVISE ME; BUT I TOLD HIM I WOULD NOT FLY FOR HIS OP ANYMORE AND I QUIT THAT JOB ENTIRELY. THESE PROBS WITH THIS FLT WERE A SIMPLE COM ERROR. I RECEIVED NO COMPENSATION FOR THE SECOND DAY'S WORK NOR DO I WANT ANY; AND I SINCERELY APOLOGIZE TO ALL INVOLVED.
