TXWY INCURSION OCCURS WHEN A B737 PIC ALLOWS THE PUSHBACK TUG DRIVER TO PUSH HIS ACFT INTO TXWY ALPHA IN VIOLATION OF THE CLRNC RENDERED BY THE GND CTLR AT BTV; VT.

Narrative

PUSHING BACK OFF OF GATE AT BTV; GND CTL CLRED US TO PUSH; BUT NOT ONTO TXWY ALPHA. THERE WAS A COMMUTER ABOUT TO TAXI FROM GATE B. I TOLD OUR PUSHBACK CREW ONCE; THEN 2 MORE TIMES; CLRED TO PUSH BUT NOT ONTO TXWY ALPHA. WE ACTUALLY WAITED FOR THE COMMUTER TO TAXI AWAY FROM THE AREA. WE THEN PUSHED AND OUR CREW PUSHED US PARTIALLY ONTO TXWY ALPHA; EVEN THOUGH I HAD TOLD HIM NOT TO. PERHAPS I COULD HAVE BRAKED OR QUERIED HIM TO STOP; BUT I WAS THINKING THE COMMUTER WAS OUT OF THE WAY; AND THERE WOULD BE NO PROB. THERE ACTUALLY WAS NO PROB OR CONFLICT; BUT GND CTL WAS AGITATED THAT WE DIDN'T DO WHAT HE SAID. HE WAS ABRUPT WITH US AND OUR GND CREW. IT WAS AS IF THERE WAS A PWR STRUGGLE GOING ON; AND I WAS IN THE MIDDLE. IN ANY EVENT; I ALLOWED IT TO HAPPEN; THINKING ALL WAS CLR BUT THERE WAS A TXWY INCURSION. THERE IS NOTHING IN OUR ARPT MANUALS ABOUT TXWY ALPHA; BUT WE ARE TO CONTACT GND CTL FOR PUSHBACK; WHICH WE DID. EVEN EARLIER THAT MORNING; WE DID THE SAME THING AND GND CTL SAID NOTHING OF TXWY ALPHA. THIS WAS ONE OF THOSE INCIDENTS WHERE GND CTL GAVE A SPECIFIC INSTRUCTION BASED ON AN ACFT NEARBY AND THEN I IGNORED IT BECAUSE THE ACFT WAS GONE; AND OUR PUSHBACK CREW DID NOT ADHERE TO OUR INSTRUCTION EITHER. I COULD HAVE SLAMMED THE BRAKES. I COULD HAVE QUERIED THE PUSHBACK CREW A 4TH TIME. WE WERE IN THE TXWY BEFORE I REALIZED IT. YET; NO ONE ELSE WAS AROUND. THIS IS A PROB BECAUSE GND CTL AND AIRLINE PUSH CREWS ARE IN CTL CONTEST OF A RAMP AREA AND TXWY THAT IS IN VERY CLOSE PROX TO EACH OTHER. THERE IS A RAMP LINE DESIGNATED; YET GND CTL WANTS PUSHBACK CLRNC REQUEST. I THINK THE WHOLE SCENARIO STINKS; YET WE ARE THE ONES WHO CAN GET VIOLATED. I HAVE NOTIFIED OUR COMPANY OF THIS SIT.
