Narrative
I BELIEVE TO PREVENT A RECURRENCE THAT THE HIGH SPD; HARD TO SEE MIL ACFT SHOULD BE VECTORED AROUND OTHER TFC. I WOULD GUESS THE LAST ADVISORY AFTER THE CONFLICT WAS OVER; WAS FOR LIABILITY PURPOSES. WHILE ENRTE FROM DHT TO FTW AT APPROX XB00Z ABOUT 5 NM SE OF THE SPS VOR; ALT WAS 9500 FT OR 11500 FT MSL. I WAS FLYING A C421B WITH 4 OTHER PAX ON A PLEASURE FLT. SHORTLY AFTER THE START OF THE FLT (ABOUT XA40Z); I REQUESTED AND RECEIVED FLT FOLLOWING FROM ZAB. I WAS EVENTUALLY HANDED OFF TO SHEPPARD APCH CTL W OF WICHITA FALLS. AS I WAS SE OF THE SPS VOR ENRTE TO BOWIE VOR; I RECEIVED A TA FOR A FLT OF TWO SWBOUND. AS I REMEMBER; THE ALT WAS FOR THE TFC TO BE FROM 6000 FT CLBING TO 16000 FT. THE DIRECTION WAS 10 O'CLOCK POS AND I SAW THE TFC WAS TO BE VERY CLOSE. I HEARD THE CTLR ISSUE THE TFC (MY ACFT) TO THE MIL ACFT; BUT I COULD NOT HEAR THE REPLY AS THEY WERE ON UHF. ONE OF THE ACFT ALTERED PITCH AND TURNED SLIGHTLY AND THIS PROBABLY PREVENTED A COLLISION. THE ACFT PASSED BY MY L WING AT MY ALT AND ESTIMATED 100 FT FOR THE NEAREST AND LESS THAN 200 FT FOR THE OTHER ACFT. I THINK THE ACFT WERE T38'S. AFTER THE ACFT WENT BY IN THE STEEP CLB; THE CTLR CALLED AND GAVE ME THE TFC AGAIN. I INFORMED HIM THE TFC HAD PASSED BEFORE HE CALLED AND WAS LESS THAN 100 YARDS. I DID NOT TAKE EVASIVE ACTION BECAUSE BY THE TIME I DETERMINED WHICH WAY TO GO THE ACFT WERE BY ME. I DON'T UNDERSTAND WHY SPS APCH CTL CAN'T VECTOR THEIR HIGH SPD ACFT AROUND EXISTING TFC. I HAVE HAD ANOTHER NEAR MISS IN THIS AREA; BUT NOT THIS CLOSE.
