PBI CTLR CONCERNED WITH NEW PBI 4 SID IMPLEMENTATION WITH COMMERCIAL CHART PUBLISHER'S ERRORS. CTLR WANTS FAA TO CHANGE SID NUMBERING.

Narrative

THE PBI 4 DEP SID WAS ISSUED MAY/01 AND THE COMMERCIAL PLATE FOR THIS SID WAS IN ERROR. THE MGMNT OF FAA AT PBI DECIDED TO REISSUE THE SID AFTER COMMERCIAL CHART PUBLISHER MADE A CORRECTION. THAT BEING SO; NO PBI 5 WAS ISSUED AND THE WEST WIND DEPARTED USING THE OBSOLETE PBI 4 PLATE. THIS SHOULD HAVE BEEN A REVISION TO THE PBI 5 TO ELIMINATE THIS PROB. QUESTION: WHAT RESPONSIBILITY DOES COMMERCIAL CHART PUBLISHER HAVE WITH THE GOV PUBS FOR ACCURACY OR VICE VERSA? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: A NEW PBI 4 RADAR VECTOR SID WAS PUBLISHED AND EFFECTIVE MAY/17/01. A FACILITY SPECIALIST ADVISED THAT PBI SUSPENDED THE SID WHEN ERRORS WERE FOUND ON A COMMERCIAL CHART PUB. THE COMMERCIAL CHART PUBLISHER ISSUED AN INTERNAL CORRECTIVE NOTAM AND SID. SINCE JUN/18/01 PBI HAS A STATEMENT ON THE ATIS; FOR PLTS ASSIGNED THE PBI 4 SID; TO ENSURE THEY HAVE COMMERCIAL CHARTING EFFECTIVE JUN/8/01. THE NEW SID WAS DESIGNED TO UTILIZE GPS IN CONJUNCTION WITH INITIAL CLB RATES AND SPD RESTRS ON THE FIRST 4 MI OF FLT; TO FOCUS AN EBOUND DEP RTE OVER A VERY SPECIFIC NOISE ABATEMENT AREA. THE SPECIALIST ADVISED THAT SINCE THE ERROR WAS WITH THE COMMERCIAL CHART PUBLISHER; THE FAA/DOD COULD NOT APPLY CHARTING CODES AND REGS THAT APPLY ONLY TO THE GOV. THEREFORE; A CHARTING NUMBER CHANGE WAS NOT APPROPRIATE; AS WOULD BE THE CASE IF THE FAA/DOD HAD MADE THE CHARTING ERROR. COORD HAS BEEN EFFECTED WITH THE COMMERCIAL CHART PUBLISHER FROM THE USER; PBI TRACON; AS WELL AS HEADQUARTERS LEVEL PERSONNEL. THE SPECIALIST ADVISED THE COMMERCIAL CHART PUBLISHER WAS VERY RESPONSIVE TO THE FAA'S QUESTIONS AND CONCERNS TO IMMEDIATELY CORRECT ALL PROBS.
