NMAC BTWN A C150 PULLING OFF PWR FOR THE LNDG FLARE AT AN UNCTLED ARPT AND A SMA LOW WING XING IMMEDIATELY IN FRONT OF THE ACFT. RPTR DIVED TO AVOID THE OTHER ACFT CAUSING A HARD LNDG WHICH BROKE OFF THE TAILSKID TIE-DOWN RING.

Narrative

I HAD DEPARTED PAINE FIELD IN EVERETT AT APPROX XA30 PM FOR A 2 HR PLEASURE FLT. I DEPARTED W WITH 1 PAX AND DID 2 LNDGS AT LANGLEY W10. I DEPARTED TO THE W FROM THERE AND PRACTICED A FEW MANEUVERS TO THE S OF JEFFERSON COUNTY 059. I THEN PROCEEDED E OF JEFFERSON COUNTY ARPT SO AS I COULD APCH IT FROM THE N. I OVERFLEW RWYS 09/27 AT JEFFERSON COUNTY AT A N TO S DIRECTION TO CHK THE WINDSOCK; AND THEN ENTERED THE L DOWNWIND FOR RWY 27. ALL THIS TIME; I AM ANNOUNCING MY INTENTIONS ON 123.0; HEARING HARVEY AIRFIELD RPTS ON THE SAME FREQ. I WAS SETTING UP FOR A SHORT FIELD WITH A 50 FT OBSTACLE USING THE NUMBERS FOR THE OBSTACLE. JUST AS I WAS PULLING THE PWR; OUT OF MY R EYE; I SAW A PLANE COMING FROM R TO L IMMEDIATELY IN FRONT OF US. I THEN PUSHED THE NOSE DOWN ABRUPTLY TO AVOID A COLLISION. THE RESULTANT OF THIS ACTION WAS A HARD LNDG. I PULLED THE PLANE OFF THE ACTIVE; GOT OUT AND INSPECTED THE PLANE. I NOTICED THE TAILSKID HAD BEEN RIPPED OFF; AND WENT ON THE RWY TO LOCATE IT. I DID AND PUT IT IN THE PLANE. AT THIS TIME I PROCEEDED TO TRY TO CALL THE FBO AND DID NOT HAVE A CELL PHONE SIGNAL. I THEN DETERMINED THE PLANE AIRWORTHY AND TOOK OFF TO TAKE MY PAX NEAR HIS HOME SO HE DID NOT HAVE TO DRIVE (HE AND I WERE BOTH SHOOK UP) AND PROCEEDED BACK TO PAE.
