A B737-800 ON A PROVING RUN HAS FAA SAFETY INSPECTOR GIVE TECHNICIANS SIMULATED MAINT SCENARIO TO OBSERVE PROCS. EVALUATED FOR LACK OF MANUALS AND SAFETY PROCS.

Narrative

ON JUN/XA/01; ACFT TRANSITED ZZZ ON ITS PROVING RUNS. PERSON #1; PERSON #2; AND PERSON #3 WERE THE MAINT PERSONNEL ASSIGNED TO MEET THE ACFT. WHEN THE ACFT ARRIVED; THE FAA INSPECTOR GAVE MAINT A SCENARIO AND SIMULATED PROB; IE; 'THE ACFT IS ON A REVENUE QUICK TURN AND HAS JUST ARRIVED WITH A #2 ENG OIL FILTER BYPASS LIGHT ILLUMINATED.' MAINT CONSULTED THE MEL AND FOUND THE ITEM TO BE DEFERRABLE IF THE SCAVENGE OIL FILTER ELEMENT HAS NO CONTAMINATION. THE MEL REFED MAINT MANUAL CHAPTER 79-21-06 AS THE PROC TO BE FOLLOWED. AS MAINT WAS CONSULTING THE MEL; THE INSPECTOR STATED THAT WE WOULD JUST SIMULATE THE REPLACEMENT OF THE FILTER. MAINT RESPONDED THAT PER THE MEL THE FILTER ONLY NEEDED TO BE INSPECTED; NOT REINSTALLED. ZZZ HAS NO SYS OR MAINT MANUALS AVAILABLE AT THE STATION; SO THE REF HAS TO BE REQUESTED FROM MAINT CTL BY FAX. THE FAA SUGGESTED THAT MAINT OPEN THE COWLING WHILE WAITING FOR THE FAX TO SAVE TIME; HOWEVER; MAINT DECIDED TO WAIT FOR THE PAPERWORK. PER THE REF IN THE MEL; MAINT CTL WAS ASKED TO FAX MAINT MANUAL 79-21-06 TO THE OP'S FAX MACHINE. AFTER WAITING APPROX 15 MINS; MAINT RECEIVED CHAPTER 79 EFFECTIVE PAGES 1;79 CONTENTS PART 11 PAGES 1 THROUGH 3 AND 79-00-00 PAGES 601 THROUGH 603 OIL INSPECTION/CHK. MAINT CTL WAS CONTACTED AGAIN AND ASKED FOR MAINT MANUAL 79-21-06; AT WHICH TIME THE CTLR SAID HE WOULD SEND THE FAULT ISOLATION MANUAL REF AS WELL BECAUSE HE WANTED US TO DETERMINE IF THE PROB WAS INDICATION ONLY. AFTER WAITING APPROX ANOTHER 15 MINS; MAINT RECEIVED THE FAX THAT WAS REQUESTED (MAINT MANUAL 79-21-06) AND THE FIM 79-05 TASK 817 REF. AS MAINT WAS RETURNING TO THE ACFT; MAINT CTL CALLED AND SAID TO DISREGARD THE FIM AND DO ONLY THE SCAVENGE FILTER CHK AS REQUIRED BY THE MEL. MAINT RETURNED TO THE ACFT; OPENED THE #2 ENG FAN COWL; OPENED AND TAGGED CIRCUIT BREAKERS 6D7 AND 6D8 AND POINTED OUT THE OIL FILTER TO THE INSPECTOR; AT WHICH TIME THE INSPECTOR POINTED OUT THAT THERE SHOULD BE A PLACARD ON THE COWL THAT WARNS ABOUT OPENING THE COWL WITHOUT LOCKING OUT THE LEADING EDGE DEVICES AND HE SHOWED MAINT WHERE THE LOCK OUT VALVE WAS LOCATED. MAINT THEN CLOSED THE COWL; RESET THE CIRCUIT BREAKERS; AND CALLED MAINT CTL FOR THE DEFERRAL AUTH.
