DCA DEP CTLR; WORKING WITH ADW; ZDC; IS CHALLENGED BY A DCA APCH CTLR WHO OBSERVES AN ADW DC9 TURN INTO CONFLICT WITH A DSNDING SF34.

Narrative

I WAS WORKING THE E DEP POS. I RECEIVED A POINTOUT ON THE SF34 DSNDING TO 3000 FT FOR A VISUAL APCH TO RWY 22 AT DCA. SUBSEQUENTLY; ADW DEPARTED THE DC9. (BOTH ARPTS IN SO CONFIGN.) THE DC9 CHKED ON OUT OF 1000 FT FOR 3000 FT MSL. I RADAR IDENTED THE ACFT AND CLBED TO 5000 FT. OUR LOA WITH ADW STATES THAT IN A S OP; ALL ACT OFF OF ADW FLY RWY HDG. WE HAD LEVEL 6 TSTM ACTIVITY NEAR BWI AND I HAD ANOTHER ACFT DEVIATING S OF THE WX. I GOT ON THE LANDLINE TO COORDINATE THE DEV WITH ZDC. THE APCH CTLR WORKING THE SF34; YELLED AS TO WHAT I WAS DOING WITH THE DC9! I GOT OFF THE LANDLINE AND TOLD THE DC9 TO STOP HIS CLB IMMEDIATELY; AND VECTORED THE ACFT TO A 360 DEG HDG. THE DC9 STOPPED AT 2500 FT THEN DSNDED ON HIS OWN TO 2000 FT. ADDITIONALLY; THE APCH CTLR CLBED THE SF34 TO 4000 FT. WHEN QUERIED; THE DC9 PLT STATED ADW TWR ISSUED THE VECTOR AS HIS DEP CLRNC. NOTE: LESS THAN 1 HR PRIOR; BOTH ARPTS WERE IN A N CONFIGN; AND THE LOA STATES THAT ADW DEPS; ON THE DC9'S RTE; TURN TO A HDG OF 050 DEGS. I ASSUME THE ACFT RECEIVED A N DEP CLRNC AND IT WAS NEVER CHANGED WHEN THE ARPTS WENT S!
