A319 CREW DECLARED AN EMER TO DETOUR TSTMS IN ZJX CLASS A AIRSPACE.

Narrative

WHILE ENRTE FROM CLT TO MIA AS ACR X ON JUL/THU/01; WE ENCOUNTERED SOME VERY LARGE TSTMS. WE WERE CLRED TO DEVIATE E OF COURSE TO AVOID THESE STORMS. JUST ABOUT WHEN WE WERE AROUND THE EASTERN EDGE WE WERE GIVEN A VECTOR BY ZJX THAT WOULD TAKE US RIGHT INTO THE TSTMS. WE TOLD THE CTLR WE COULD NOT TAKE THIS TURN AS IT WOULD JEOPARDIZE THE SAFETY OF OUR ACFT. THE CTLR THEN SAID WE WERE GOING TO ENTER THE WARNING AREA SE OF SAV VOR AND TO SQUAWK 7700. WE COMPLIED WITH THIS REQUEST; STAYED AS CLOSE TO THE SHORE (AND THE TSTM) AS POSSIBLE; AND WERE BACK ON OUR RTE WITH A NORMAL SQUAWK IN ABOUT 4 MINS. THE CTLR SAID HE WAS SORRY ABOUT GIVING US AN E DEV AROUND THIS WX AND TOLD US THAT HE WAS TAKING RESPONSIBILITY FOR EVERYTHING. DURING TIMES OF SEVERE WX; A SIT LIKE THIS COULD BE AVOIDED IF THERE WAS A MEANS FOR THE CTLR TO TAKE PART OF THE WARNING AREAS INTO HIS CTL. AS IT WAS; WE WERE COMMITTED FAIRLY EARLY ON TO GOING AROUND THE CELL IN QUESTION. WE WERE NOT ALONE -- THERE WAS AT LEAST 1 OTHER ACR Y ACFT THAT DID THE SAME THING. HE WAS IN FRONT OF US. ZJX GOT EASTERLY DEVS STOPPED SHORTLY AFTER WE WENT THROUGH. PAYING CLOSE ATTN TO RADAR AND OVERLAYING WARNING AREAS ON THIS MAP; PLUS THE CTLR BEING ABLE TO (WITH ENOUGH ADVANCE NOTICE?) TAKE A PORTION OF A WARNING AREA UNDER HIS JURISDICTION WOULD PREVENT THIS.
