EVV APCH CTLR CONCERNED WITH FACILITY ARTS IIE SOFTWARE PROBS DEALING WITH ARR ACFT ARTS TAGS THAT DO NOT 'FREEZE' AFTER CHANGING FROM A 'CST' STATUS; AND THE INABILITY TO EFFECT AN AUTOMATED DEP HDOF TO ZID IF THE ORIGINAL FLT PLAN HAS BEEN AMENDED.

Narrative

2 ARTS IIE PROBS: 1) WHEN ACCEPTING A HDOF OF A NAT (NON ARTS TRACK) TARGET VIA THE HDOF + OK FUNCTION; THE ALPHA NUMERIC TAG IMMEDIATELY DROP OFF THE RADAR SCREEN AND INTO THE COAST/SUSPEND LIST. THESE TAGS SHOULD ONLY DROP WHEN THEY ENTER A DESIGNATED 'DROP ZONE' OR WHEN TERMINATED BY THE CTLR. IN ALL OTHER CASES THEY SHOULD REMAIN ON THE SCREEN IN A 'FROZEN' STATE. 2) DEP FLT PLANS FROM EVV AIRSPACE THAT ARE BOUND FOR ARTCC AIRSPACE CANNOT BE HANDED OFF AUTOMATICALLY; VIA ARTS HDOF FUNCTION; IF THE FLT PLAN HAS BEEN AMENDED IN ANY WAY. THIS PROB BECAME AN ISSUE ONCE AGAIN AFTER THE INSTALLATION OF REVISION DATED MAY/XA/01 WHICH REPLACED REVISION DATED AUG/XA/00. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT EVV WAS CHANGED TO ARTS IIE APPROX 2.5 YRS AGO. WHEN MODE S WAS ADDED TO THEIR ASR-7; HDOF PROBS DECREASED. 2 OTHER APCH CTLS ADJOIN EVV; BUT MOST OF THE ARR HDOF PROBS ARE FROM SDF APCH CTL; WHICH HAS AN ASR-9 RADAR. THE CTLR BELIEVES ALL AUTOMATION XFERS; INCLUDING APCH-TO-APCH ARE ROUTED THROUGH ZID. ACFT ARE ROUTED DIRECT PXV VORTAC LNDG EVV; OR DIRECT THEIR DEST ARPT WITHIN EVV AIRSPACE. THE RPTR BELIEVES THAT HDOF PROBS ARE NOT ALT SENSITIVE. THE RPTR STATES THAT CORRECT COM IS CONDUCTED WITH EACH HDOF WHEN A 'CST' TRACK IS OBSERVED. THE PROB IS THAT AFTER 3 SWEEPS; THE AUTOMATION IS SUPPOSED TO FREEZE THE ARTS TAG UNTIL THE CTLR CONDUCTS FURTHER FUNCTIONS TO VERIFY TRACK POS. BUT THE TAG IMMEDIATELY DROPS FROM THE RADAR INTO THE 'CST/SUSPEND' LIST. THE CTLR IS AWARE THAT A UCR HAS BEEN FILED WITH THE FACILITY CONCERNING THESE ISSUES.
