MD80 CREW E OF OMA AT FL350 HAD TO SHUT DOWN AN ENG DUE TO THROTTLE NOT BEING RESPONSIVE TO MOVEMENT.

Narrative

L ENG WAS REQUIRED TO BE SHUT DOWN DUE TO THE THROTTLE LINKAGE TO THE FUEL CTL UNIT BECOMING DETACHED; AND THE ENG NOT BEING CTLABLE BY THE THROTTLE. PRELIMINARY INVESTIGATION HAS FOUND THERE MAY NOT HAVE BEEN A COTTER PIN SECURING THE BOLT THROUGH THE LINKAGE. BOTH THE BOLT AND NUT WERE FOUND ON THE LOWER COWLING WITH NO SIGN OF A COTTER PIN. THIS REQUIRED THE CREW TO PERFORM A SINGLE ENG LNDG (UNEVENTFUL) INTO OMA. THERE IS NO PREFLT ACTION THE FLC COULD HAVE TAKEN TO PREVENT THIS. MAINT NEEDS TO FOLLOW ESTABLISHED QUALITY CTL STANDARDS; OR REVISE THEIR PROCS TO ELIMINATE OMISSION OF CRITICAL STEPS. SUPPLEMENTAL INFO FROM ACN 519488: WHILE IN CRUISE AT FL350; WE HAD A L THROTTLE CABLE COME APART. IT ENDED UP BEING IN AN OVERTEMP SIT. WE SHUT THE ENG OFF BY USING THE CHKLIST AND MADE A SINGLE ENG APCH AND LNDG IN OMA. WE USED ALL THE CORRECT CHKLISTS AND IT WAS UNEVENTFUL. I WAS THE FO AND THE PNF. THE CREW COULD NOT PREVENT THIS. IT WAS A NUT AND COTTER PIN THAT FELL OFF THE LINKAGE FROM THE FUEL CTL UNIT.
