Narrative
WHILE HOLDING SHORT OF RWY 19R AT WICHITA MID-CONTINENT ARPT WE WERE INSTRUCTED TO TAXI INTO POS AND HOLD. AFTER A LENGTHY DELAY; ANOTHER ACFT WAS CLRED TO LND ON RWY 19R. THE PLT OF THAT ACFT TOLD THE TWR CTLR THAT THERE WAS AN ACFT SITTING ON THAT RWY. AT THAT POINT THE CTLR TOLD US TO FLY RWY HEADING AND CLRED US FOR TKOF. THE CTLR ALSO HAD GIVEN A KING AIR CLRNC TO DO PATTERN WORK ON RWY 14. RWY 14 CROSSES RWY 19R ABOUT HALFWAY DOWN THE RWY. THE KING AIR WAS DOING A TOUCH AND GO JUST AS WE WERE CLRED TO TKOF. THE KING AIR WAS TO DO RIGHT TFC AND; IN DOING SO; CUT IN FRONT OF US FROM L TO R ON HIS DOWNWIND LEG WHICH WAS CONVERGING WITH OUR DEP COURSE. I SAW THE KING AIR CONVERGING AND ASKED MY FO IF HE SAW IT. ABOUT THAT TIME WE GOT A 'TFC' WARNING ON OUR TCAS AND I PUSHED THE CTL FORWARD. WE LEVELED OFF FOR JUST A MINUTE; AND THEN CONTINUED THE CLB. I WILL SAY THAT JUST AS OUR TCAS WARNING WENT OFF THE TWR CTLR TOLD US TO TURN TO 170 DEG BUT THERE WAS NO TIME FOR A TURN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED THAT HE HELD 'IN POS' FOR APPROX TWO MINS BEFORE HE HEARD LNDG TFC; FOR RWY 19R; QUESTION THE TWR. WHEN CLRED FOR TKOF; WITH THE FO FLYING; THE CAPT STATED THAT THE BE9L WHICH HAD DEPARTED RWY 19L; HAD ASKED FOR R TFC RWY 14. HEARING THIS APPROVAL; AND BEING CLRED FOR TKOF; THE RPTR PERCEIVED THE POTENTIAL FOR CONFLICT AND KEPT 'AN EYE OUT' FOR THE BE9L. THE RPTR ADVISED THE FO NEVER HAD VISUAL CONTACT WITH THE BE9L AS IT TURNED FROM CROSSWIND TO DOWNWIND; REQUIRING THE PIC TO TAKE EVASIVE ACTION AND DSND THE ACFT. THE PIC ALLEGES THAT LC NEVER ISSUED TFC TO EITHER ACFT. AFTER THE INCIDENT; THE BE9L PLT IS ALLEGED TO HAVE XMITTED ON FREQ-'GET OUT YOUR NASA FORMS.' THE INCIDENT WAS RPTED TO COMPANY. AS OF ANALYST CALLBACK; THE RPTR HAS NOT RECEIVED ANY FEED BACK FROM COMPANY.
