B767 CREW TOOK OFF WITHOUT RECEIVING THE FINAL TKOF PERFORMANCE INFO.

Narrative

TOOK OFF WITHOUT LOAD CLOSEOUT. DEPARTING JFK; TAXIING OUT; JFK GND CTL 'TURNED THE ARPT AROUND.' WE NEEDED A NEW TKOF PERFORMANCE SETTING FOR RWY 22 AND OBTAINED IT VIA ACARS. THE GND CTLR WAS TASK SATURATED WITH CHANGING TAXI INSTRUCTIONS. I CONCENTRATED ON MOVING THE AIRPLANE; THE RELATIVELY NEW TO OUR SYS FO BUSIED HIMSELF WITH PAPER LEGALITIES TKOF PERFORMANCE SETTING; RWY CHANGE; FMC ENTRIES; TAXI CLRNCS; TWR FREQ MIXUP; ETC. THE FO BEGAN READING OUT LOUD WHAT I THOUGHT WAS THE LOAD CLOSEOUT COMPARISON TO THE NEW TKOF PERFORMANCE SETTING. WHAT HE WAS REALLY DOING WAS COMPARING THE NEW TKOF PERFORMANCE SETTING TO THE FMC. WE HADN'T GOTTEN A LOAD CLOSEOUT AND I DIDN'T KNOW IT. 4 MINS AFTER OFF TIME (FO FLYING) I LOOKED OVER AND THOUGHT WE HAD GOTTEN A REVISED CLOSEOUT -- NOT SO -- IT WAS THE LOAD CLOSEOUT. THE LOAD CAME UP 23 MINS AFTER OUT TIME. THE FO SAID HE WAS TASK SATURATED; WAS AWARE WE COULDN'T LEAVE WITHOUT A LOAD CLOSEOUT; BUT WAS APPARENTLY SATISFIED WITH THE NEW TKOF PERFORMANCE SETTING. I WASN'T REALLY SATURATED; JUST TAXIING TO THE RWY; THOUGHT HE WAS READING FROM THE LOAD. IN ACTUALITY; WE HAD GOOD WTS. THE FO HAD CALLED FOR TKOF DATA VIA THE FMC FOR RWY 22R AND IT HAD LOADED. THE FMC 'NUMBERS' AND THE LOAD NUMBERS COME FROM THE SAME SOURCE; SO WE HAD GOOD DATA; BUT NO HARD COPY UNTIL RIGHT AFTER LIFTOFF. THE RWY LEGALITY CHK FOR A 2-MAN CREW IS WAY TO LENGTHY -- WTS; TEMPS; RWY WINDS; COMPARISONS; ETC; AND NEEDS TO BE COMPRESSED INTO JUST A SHORT CHK. THE LONG SPIEL THE FO'S NOW GO THROUGH IS NOT SAFE AND IS DISTRACTING TO A 2-MAN CREW. I WOULD BE GLAD TO HELP. SUPPLEMENTAL INFO FROM ACN 520001: ORIGINAL TKOF PERFORMANCE SETTING HAD ONLY 4L. TAXI CLRNC WAS FOR RWY 22R. REQUESTED TKOF PERFORMANCE SETTING FOR RWY 22R VIA ACARS. BEGAN TAXI. TKOF PERFORMANCE SETTING PRINTED FOR RWY 22R. REQUESTED TKOF DATA VIA FMC ACARS. TKOF DATA UPLOADED. READ TEMP; PTOW; ATOW; ZERO FUEL WT; FUEL RWY; FLAP; STABILIZER; ACFT N1; V1; VR; V2 AT MAX TKOF WT; E/O ACCELERATION (MSL) TOP THE CAPT ALOUD; THEN CHKED THE ITEMS AGAINST THOSE IN THE FMC; AND ADVISED THE CAPT THAT WE HAD THE TKOF PERFORMANCE SETTING AND IT WAS IN THE BOX. THE TKOF PERFORMANCE SETTING APPEARED TO REFLECT THE CLOSED OUT INFO. CAPT CALLED FOR BEFORE TKOF CHKLIST. I READ THE FIRST ITEM;. AND HE RESPONDED. WE RECEIVED REVISED TAXI INSTRUCTIONS. I CLOSED THE FIRST ITEM; AND READ BACK THE CLRNC. CONTINUED THE CHKLIST. RECEIVED MORE REVISED TAXI INSTRUCTIONS. CROSSED RWY 13L/31R AND CHANGED TO TWR. ACR X WAS CLRED FOR TKOF; AND WE WERE CLRED INTO POS. VERY SHORTLY; WE WERE CLRED FOR TKOF. AFTER THE STERILE PERIOD; THE CAPT TORE THE LOAD CLOSEOUT FROM THE PRINTER. I REALIZED WE HAD PROBABLY DEPARTED WITHOUT A PRINTOUT OF THE LOAD CLOSEOUT. WE WERE OFF THE GATE FOR 19 MINS BEFORE WE DEPARTED. A BUSY TAXI; AND TKOF PERFORMANCE SETTING WORK HAD DISTR US.
