B737-200 CREW WAS UNABLE TO PRESSURIZE THE ACFT WITH THE ENG PNEUMATIC SYS. THEY THEN HAD CABIN SMOKE AND ELECTRICAL FUMES IN THE CABIN.

Narrative

UNABLE TO PRESSURIZE CABIN WITH ENG BLEEDS DURING CLB. LEVELED AT 10000 FT; ON COURSE FROM IND TO ZZZ; FO; WITH APU BLEED MAINTAINING PRESSURIZATION. DECIDED TO DIVERT TO SDF. ON DSCNT; CABIN RPT SMOKE (ELECTRICAL SMELL) MID CABIN. DONNED OXYGEN MASKS AND GOGGLES. HAD CHK AIRMAN IN JUMP SEAT PERFORM EMER CHKLIST WHILE I (PF) FLEW VECTOR TO ILS APCH. I NOTED THAT AIR CONDITIONING DUCT TEMP 30 DEGS C AND SHUT DOWN BOTH AIR CONDITIONING PACKS BELOW 5000 FT. ADVISED ATC OF OVERWT LNDG (+10000 LBS IN FUEL) AND SMOKE SIT. THEY GOT ALL THE CFR OUT IN MINS BEFORE TOUCHDOWN. TOUCHDOWN WAS SMOOTH AND UNEVENTFUL. AFTER ROLLOUT; I CHKED WITH CABIN -- OTHER THAN HOT; SMOKE HEAD CEASED. TAXI TO GATE AND DEPLANED. MAINT FOUND AN AIR CONDITIONING PACK ELECTRONIC CTL BOX IN THE E&E COMPARTMENT HAD BECOME 'UNRACKED' -- LOOSE! THEY REINSERTED AND SYS CHKED GOOD. MAINT STATED THAT NO WORK HAD BEEN PERFORMED RECENTLY IN THE E&E COMPARTMENT. ONLY ACCESS I'M AWARE OF WAS PREVIOUS WK WHEN CLRING CUSTOMS. UPON RETURN TO ACFT FROM CUSTOMS; I FOUND THE E&E COMPARTMENT HATCH (BEHIND NOSE GEAR) OPEN. ASSUMED THAT CUSTOMS HAD OPENED FOR INSPECTION. SINCE WE'RE ON THE 'AOA' OF THE INTL RAMP AT IND; I DIDN'T THINK TOO MUCH OF IT. NOT SURE WHAT TO THINK NOW! WHILE IT IS A WRITTEN SOP TO CHK; THE E&E INTL FLTS; NO ONE DOES. WHILE THE PURPOSE IS FOR CONTRABAND; A THOROUGH PREFLT NEVER HURTS; EXCEPT FOR MAINTAINING SCHEDULE INTEGRITY. WONDER WHAT MY CHIEF PLT WOULD SAY WHEN I DEPART LATE BECAUSE I SPENT TIME IN THE E&E COMPARTMENT!
