B737-300 FLC EXECUTED A GAR DUE TO WINDSHEAR; ACFT'S ANTI-SKID AND AUTOSPD BRAKES BEING INOP; HEARING ANOTHER ACFT PLT ADVISORY OF REDUCED RWY BRAKING AND ANOTHER MAKING A MISSED APCH.

Narrative

DSNDING THROUGH 600 FT ON FINAL TO RWY 26R IN MODERATE-HVY RAIN; A YELLOW WINDSHEAR CAUTION MESSAGE WAS DISPLAYED ON EADIS. A MISSED APCH WAS INITIATED USING FULL GAR THRUST. SEQUENCE OF EVENTS: ON DOWNWIND LEG WITH ATIS; CAPT ADVISED APCH CTLR THAT ONBOARD RADAR DEPICTED LEVEL 3 (RED) WX NEAR AJAAY. IN ATTEMPT TO GATHER MORE INFO; CAPT ASKED APCH WHAT LEVEL WX WAS PAINTED ON THEIR WX RADAR. ATC REPLIED 'LEVEL 2;' HVY RAIN(?) RPTED ON THE APCH AND THAT ACFT WERE FLYING THROUGH THE WX WITH NO COMPLAINTS. CREW REVIEWED PROCS FOR WINDSHEAR BELOW 1000 FT AGL. WHEN SWITCHED TO TWR FREQ; WE HEARD A LNDG ACFT RPT REDUCED BRAKING ON RWY AND ANOTHER ACFT EXECUTING A MISSED APCH. SINCE OUR ACFT HAD THE ANTI-SKID SYS AND AUTOSPD SPD BRAKES INOP AS WELL AS UNUSABLE AUTOBRAKES; WE DECIDED TO USE ALL AVAILABLE FLAPS FOR THE SLOWEST TOUCHDOWN. WORKLOAD WAS HIGH WHEN LNDG CLRNC WAS RECEIVED. CAPT HAD TO ASK TWR CTLR TO REPEAT WIND VELOCITY AND GUST. ACFT WAS STABILIZED AT 1000 FT AGL IN RAIN SHOWER WITH WIPERS ON. FORWARD VISIBILITY ZERO. NO AIRSPD FLUCTUATIONS WERE OBSERVED BY EITHER PLT. ONLY CAPT; THE PNF; OBSERVED WINDSHEAR ADVISORY (NO AURAL WARNING) AT APPROX 600 FT AGL. AFTER GAR; WE ADVISED APCH THAT WE WANTED VECTORS TO RWY 27L. AFTER RUNNING ALL THE CHKLISTS AND SETTING UP RWY 27L; APCH CTLR; POSSIBLY A DIFFERENT ONE; TRIED TO TALK US INTO MAKING ANOTHER APCH TO RWY 26R RPTING THAT ANOTHER ACFT JUST LANDED WITH ONLY A 10 KT LOSS ON FINAL.
