Narrative
I LANDED BEHIND A CESSNA 182. THERE WAS AN ACFT (PIPER) WAITING TO TAKE OFF ON RWY 3 AFTER I CLRED THE RWY. THERE WAS A CESSNA 172 ABOUT 3 MILES OUT FOR RWY 3. THE PIPER ANNOUNCED HE WAS TAKING THE RWY TO TKOF AFTER ME; AND ONE OF THE ARPT SERVICE PERSONNEL MADE A RADIO TRANSMISSION COMMANDING THE PIPER TO HOLD SHORT DUE TO TFC ON FINAL. I KNOW SEDONA WANTS TO GET AN ATC CTL TWR; BUT SENDING RAMP FUELING PERSONNEL OUT WITH TRUCKS AND RADIOS IS NOT THE WAY TO DO IT. EVEN IF THIS HAD BEEN A CLOSE SITUATION; WHICH IT WAS NOT; IT SETS A BAD HABIT PATTERN FOR TIMES WHICH MIGHT BE CRITICAL. BOTTOM LINE: ATC MUST ONLY BE DONE BY TRAINED; QUALIFIED CTLRS! NOT FUELERS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED SOME EMPLOYEES AT SEZ ARE ISSUING CTL INSTRUCTIONS TO PLTS ON THE UNICOM FREQ. HE HAS HEARD ARPT EMPLOYEES ON BUSY WEEK-ENDS INSTRUCT PLTS TO LAND LONG BECAUSE OF FOLLOWING TFC OR INSTRUCT ACFT IN THE PATTERN TO EXTEND FOR A PLT TRYING TO DEPART. THE RPTR SAID THE ISSUE WAS BROUGHT TO THE ATTENTION OF THE ARPT ADVISORY ABOUT 6 TO 8 MONTHS AGO. THE BOARD RESPONDED THAT THEY WOULD LOOK IN TO IT.
