Narrative
I WAS R SEAT PIC FOR THE CFR PART 61 INSTRUCTIONAL FLT; RECEIVING FLT INSTRUCTION TOWARD A CFI AIRPLANE RATING FROM A L SEAT INSTRUCTOR PLT. DURING THE PREFLT BRIEFING; I BRIEFED THE INSTRUCTOR PLT ON THE PROC FOR 'MAX PERFORMANCE LNDGS' AS PUBLISHED IN THE APPROVED POM FOR THE M20K (COPY ENCLOSED). HOWEVER; I NEGLECTED TO MENTION DURING THIS BRIEFING THAT; WHEN PERFORMING A 'MAX PERFORMANCE LNDG' IN A MOONEY OUT OF THE IDLE PWR/MAX DSCNT ANGLE CONFIGN THAT THE INSTRUCTOR PLT IS REQUIRED TO DEMONSTRATE DURING THE FLT; THE THROTTLE MUST BE ADVANCED OFF OF IDLE AT ABOUT 50 FT AGL TO RESPOOL THE TURBOCHARGER AND TO RESTORE ELEVATOR EFFECTIVENESS IN THE FLARE. THUS; DURING THE ACTUAL APCH TO LNDG; I ALLOWED MYSELF TO BE DISTR BY THE INSTRUCTOR PLT'S EXPRESSIONS OF DISMAY AS I BEGAN THE 50 FT AGO 'THROTTLE ADVANCE' WHICH I FAILED TO BRIEF HIM ABOUT. DISTR; I FAILED TO ADVANCE THE THROTTLE SUFFICIENTLY AND SOON ENOUGH TO ENABLE A FLARE SUFFICIENT TO AVOID A NOSE-FIRST IMPACT AND THE RESULTING PROP STRIKE. THIS INCIDENT COULD HAVE BEEN AVOIDED AT EITHER OF 2 LEVELS. AT THE 'TACTICAL' LEVEL; I SHOULD HAVE INITIATED A MISSED APCH AT ABOUT 50 FT AGL (NOTWITHSTANDING THE FACT THAT I WAS DISCOURAGED FROM PERFORMING MISSED APCHS UNDER THE RULES THEN IN EFFECT); AS SOON AS IT BECAME APPARENT THAT THE INSTRUCTOR PLT WAS DISTRACTING ME. AT THE 'STRATEGIC' LEVEL; I RECOMMEND EXTENSION OF THE STERILE COCKPIT RULE TO ALL OPS BELOW 300 FT AGL; EVEN FOR INSTRUCTIONAL FLTS; WHEN THE PF IS KNOWN TO BE PROFICIENT ON TKOFS AND LNDGS IN TYPE.
