P28 PLT ENTERED THE NEW CLASS B AIRSPACE WITHOUT CLRNC DUE TO THE FACT HE DID NOT KNOW THAT THE AIRSPACE UNDER CLASS B WAS INCLUDED IN THE SECURITY NOTAM ISSUED AFTER THE TERRORIST ATTACK.

Narrative

I DEPARTED 3EV AT EVANSVILLE; IN; FOR A VFR FLT TO QUINCY; FLORIDA (ZJ9); WHICH IS 20 MILES W OF TALLAHASSEE; FLORIDA. THE ATC AT EVANSVILLE (EVV) ARRANGED FOR VFR FLT FOLLOWING AND WE FLEW AT 9500 FT MSL TO QUINCY; ARRIVING AT XF:30. I HAD NEGLECTED TO ADVISE FSS AT TERRE HAUTE AND ATC AT EVV THAT I WAS ONLY DROPPING OFF A FRIEND AT QUINCY AND WAS GOING ON TO TAMPA BAY EXECUTIVE ARPT AT NEW PORT RICHEY; FLORIDA. I WAS AWARE THAT UNDER THE NEW AIR TFC RULES; ACFT WERE TO ENTER TAMPA CLASS B AIRSPACE ONLY UNDER AN IFR FLT PLAN. I HAVE FLOWN TO TAMPA BAY EXECUTIVE MANY TIMES VFR. THE ARPT WAS NOT IN THE 'UPSIDE DOWN WEDDING CAKE AIRSPACE' AND I ALWAYS REMAINED BELOW THE CLASS 'B' AIRSPACE. I DEPARTED QUINCY AT XG:20 AND FLEW VFR TO TAMPA BAY EXECUTIVE AT 2000 FT MSL UNDER CUMULUS CLOUDS AT 3000 FT MSL. I CALLED THE FBO ON UNICOM AT XH:40 AND ASKED THE FBO TO PHONE MY SISTER AND ADVISE HER THAT I WOULD ARRIVE IN 20 MINUTES. WHEN I PARKED THE PLANE AND WENT TO THE FBO; THEY ASKED IF I HAD FLOWN ON AN IFR FLT PLAN AND I SAID NO! THE FBO TOLD ME THE TAMPA CLASS 'B' AIRSPACE HAD BEEN CHANGED OR ENHANCED FROM THE UPSIDE DOWN WEDDING CAKE TO A CYLINDER THE SAME DIAMETER AS THE OUTER DIAMETER OF THE 'UPSIDE DOWN WEDDING CAKE.' THEY INFORMED ME THAT I HAD INTRUDED INTO THE CLASS B AIRSPACE; AND I WAS LUCKY THAI I HAD NOT BEEN GREETED BY AN ESCORT OF AN F16 FIGHTER FROM MAC DILL AIR FORCE BASE. THE INTRUSION WAS INADVERTENT; BECAUSE I WAS NOT AWARE OF THE MAJOR CHANGE IN THE TAMPA CLASS B AIRSPACE. THE LESSON I HAVE LEARNED FROM THIS IS THAT I SHOULD IN THE FUTURE ALWAYS FILE A VFR OR IFR FLT PLAN AND MAKE SURE I RECEIVE ALL OF THE INFO ATC HAS AVAILABLE.
