DURING LANDING PHASE AT HNL RWY 04R; A B717 CREW IS UNABLE TO COMPLY WITH A LATE LAND AND HOLD SHORT INSTRUCTION.

Narrative

I WAS CLRED TO LAND; UNRESTRICTED; ON RWY 04R. I HAD ORIGINALLY PLANNED TO MAKE MY TURNOFF AT HIGH-SPEED TXWY KILO. AFTER TOUCHDOWN; I WAS ROLLING OUT WITH FULL REVERSE THRUST AND HAD JUST BEGUN WHEEL BRAKING WHEN I REALIZED THAT TRYING TO MAKE THE TURNOFF AT TXWY KILO WOULD REQUIRE HARD BRAKING. SO; I LET UP ON THE BRAKE PRESSURE AND DECREASED ENG REVERSE THRUST SO THAT I COULD EXPEDITE MY ROLLOUT TO THE END OF THE RWY. NO SOONER HAD I DONE THIS; WHEN THE TWR CTLR SAID; 'ACR X; HOLD SHORT OF RWY 8 LEFT.' TO HOLD SHORT WOULD HAVE REQUIRED VERY HARD BRAKING; SO I VERBALIZED TO THE FO; 'UNABLE.' HOWEVER; AS I WAS SAYING 'UNABLE' TO THE FO; I HEARD THE FO ACKNOWLEDGING TWR BY TRANSMITTING; 'HOLD SHORT 8 LEFT.' WHEN I HEARD THE FO'S XMISSION TO THE TWR; I APPLIED HARD BRAKING AND FULL REVERSE THRUST IN AN ATTEMPT TO HOLD SHORT OF THE INTERSECTING RWY; BUT MY SPEED WAS TOO HIGH AND I ENDED UP STOPPING ABOUT 50 TO 75 FT BEYOND THE YELLOW HOLD SHORT LINE FOR RWY 8L. WHEN I LOOKED DOWN TOWARD THE APCH END OF THE INTERSECTING RWY; I OBSERVED A DHC-8 DOING AN INTXN TKOF AND A B747 ON FINAL APCH. IT SEEMS THAT THE TWR CTLR HAD PUT THE DHC-8 INTO 'POSITION AND HOLD' AT MID-FIELD AND HAD HOPED TO LAUNCH IT IN TIME TO ALLOW THE B747 TO LAND UNRESTRICTED. ALTHOUGH HE HAD GIVEN ME AN UNRESTRICTED LANDING CLRNC; IT SEEMS THAT HE HAD ASSUMED THAT I WAS GOING TO MAKE AN EARLY TURNOFF INSTEAD OF USING THE FULL RWY LENGTH. IT APPEARS THAT WHEN HE REALIZED THAT I WAS GOING TO USE THE FULL LENGTH OF THE RWY FOR LANDING ROLLOUT; HE ISSUED A LAST MIN 'HOLD SHORT RESTRICTION' WHICH I WOULD HAVE PREFERRED TO DECLINE; HAD MY FO NOT ACKNOWLEDGED THE 'HOLD SHORT' SO QUICKLY. SINCE MY LANDING CLRNC HAD ORIGINALLY BEEN UNRESTRICTED; I FEEL THAT THE APPROPRIATE ACTION BY THE TWR CTLR SHOULD HAVE BEEN TO HAVE THE DHC-8 CLR THE RWY. IF THAT HAD BEEN DONE; I WOULD HAVE HAD SUFFICIENT TIME TO ROLL TO THE END OF RWY 04R AND STILL ALLOWED THE B747 ADEQUATE SPACING TO LAND UNRESTRICTED ON INTERSECTING RWY 8L. IN ADDITION; TWR CTLRS SHOULD REFRAIN FROM ISSUING LAST MINUTE 'HOLD SHORT' INSTRUCTIONS TO AN ACFT THAT IS ALREADY ROLLING OUT ON AN UNRESTRICTED LANDING CLRNC AND NON-FLYING PLTS SHOULD NOT ACKNOWLEDGE LAST MINUTE 'HOLD SHORT' INSTRUCTIONS BEFORE THE FLYING PLT INDICATES THAT HE CAN ADHERE TO IT.
