A CESSNA 560 ON STARTING ENGS THE ACFT ROLLED FORWARD STRIKING A FUEL TRUCK AND A PARKED ACFT DAMAGING BOTH ACFT AND TRUCK.
Narrative
ON ENG START; ON THE RAMP AT FBO IN ZZZ; THE PWR BRAKES FAILED AND THE ACFT ROLLED INTO A FUEL TRUCK AND LEARJET (N NUMBER UNKNOWN). AFTER FURTHER INSPECTION IT WAS NOTED THAT THE 'PWR BRAKE' CIRCUIT BREAKER WAS POPPED OUT. IT WAS EVIDENT; DUE TO OUR USE OF THE CHKLIST; THAT THE CIRCUIT BREAKER HAD POPPED SOMETIME DURING THE START SEQUENCE. THERE WAS NO 'MASTER CAUTION' ANNUNCIATION FOR LOW BRAKE PRESSURE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CAUSE OF THE INCIDENT WAS THE PARKING BRAKE CIRCUIT BREAKER WAS SUSPECTED TO HAVE BEEN PULLED BY MAINT AND NOT RESET. THE RPTR SAID THE INEXPERIENCED FO DID NOT CHK THE CIRCUIT BREAKER PANEL FOR TRIPPED CIRCUIT BREAKERS. THE RPTR STATED ON ENG START THE AIRPLANE ROLLED FORWARD STRIKING A LEARJET BELOW THE R COCKPIT WINDOW PUNCTURING THE SKIN; THE CESSNA INCURRED DAMAGE TO THE WING LEADING EDGE AND WINGTIP; THE FUEL TRUCK HAD MINOR DAMAGE. THE RPTR SAID THE PREFLT CHKLIST SHOULD BE REVISED TO CHK FOR PARKING BRAKE PRESSURE PRIOR TO STARTING. THE RPTR STATED NO WHEEL CHOCKS WERE IN PLACE AND NO GND PERSONNEL WERE PRESENT TO GUIDE THE ACFT OUT OF THE PARKING AREA.
