A B777 RETURNED TO THE GATE DUE TO SEVERAL HIGH PWR RUNS REQUIRED TO CLR EICAS WARNINGS CAUSING LOW FUEL CONDITION. GATE TECHNICIAN ATTEMPTED TO IGNORE LOGBOOK WRITE-UPS ON EICAS WARNINGS.

Narrative

CREW RPTED TO GATE AT XA20 FOR A XB00 DEP. CUST SVC REPRESENTATIVE (CSR) STATED THAT FLT ATTENDANTS WERE ONBOARD AS WAS AN FAA INSPECTOR. I ASKED THE CSR IF THE INSPECTOR'S IDENT HAD BEEN VERIFIED AND HE SAID IT HAD. I TOLD THE CSR THAT I WOULD LET THEM KNOW WHEN WE WERE READY. (THIS WAS MY FIRST SOLO FLT ON THE B777 AND I WANTED TO ENSURE THAT ALL SECURITY INSPECTIONS AND BRIEFINGS WERE ACCOMPLISHED; BECAUSE OF THE SEP/TUE/01 TERRORIST ATTACK.) THE INSPECTOR WAS COMMUTING HOME AFTER WORKING ON ACR X MAINT PROJECTS. I GAVE THOROUGH BRIEFINGS; EMPHASIZING THAT IT WAS NOW A NEW BALLGAME AFTER SEP/TUE/01. PUSHBACK AND START WERE NORMAL. WHILE TAXIING; WE NOTICED THAT THE L ENG BLEED EICAS WAS ON. I HAD THE FO CONTACT MAINT WHILE I TALKED TO TWR TO FIND A PARKING SPOT TO TROUBLESHOOT. AFTER CYCLING THE BLEED SWITCH AND RUNNING THE ENG UP UNDER MAINT DIRECTION; WE CORRECTED THE PROB. MAINT SAID TO MAKE A LOG ENTRY FOR YYY. WE CONTINUED TAXI AND WHILE TAKING THE RWY; GOT AN AUTOTHROTTLE DISCONNECT EICAS; WHICH WE RESOLVED USING THE SAME COORD WITH MAINT. I THEN NOTICED THAT WE WERE NOW BELOW OUR CLRED FUEL. I CALLED DISPATCH AND THEY DIRECTED US BACK TO THE GATE FOR MORE FUEL. WHEN WE BLOCKED IN; I WENT TO THE JETWAY PHONE TO TALK TO DISPATCH. I DECIDED TO BOARD EXTRA GAS FOR CONTINGENCIES; AND WE DECIDED ON A HIGHER CLRED FUEL. WHILE I WAS ON THE PHONE; THE FUELER TOPPED US OFF WITH THE ORIGINAL LOAD. I HAD THE FUELER RETURN TWICE; ONCE TO PUT ON THE NEW LOAD AND THE SECOND TO DRIP THE TANKS BECAUSE OF DOUBT AS TO OUR ACTUAL PRE-FUEL READINGS. I HAD ALSO TOLD THE FO THAT WE HAD TO NOW CLR THE 2 LOG WRITE-UPS WITH MAINT IN ZZZ. WHILE I WAS ON THE PHONE WITH DISPATCH A MECH TRIED TO GET THE FO TO 'OVERLOOK' THE LOG ITEMS; WHICH HE ADAMANTLY REFUSED TO DO. THE FAA INSPECTOR SAID; 'I CAN'T BELIEVE THEY TRIED TO DO THAT.' AFTER WE RESOLVED THE FUEL AND MAINT PROBS; WE DEPARTED. DURING THE FLT; THE INSPECTOR TALKED ABOUT THE PROBS THE FAA IS HAVING WITH MAINT; MANUALS; AND DOCUMENTATION AT ACR X. AFTER WE ARRIVED IN YYY; HE SHOOK OUR HANDS AND SAID; 'NICE JOB.'
