BL17 PLT WAS ALLOWED ONLY 5 MINS TO BECOME AIRBORNE WHEN GETTING AN IFR CLRNC FROM D10 ON THE TELEPHONE.

Narrative

52F IS AN UNCTLED ARPT. FILING FLT PLANS AND CLRNC DELIVERY IS USUALLY BY TELEPHONE. I FILED AN IFR; ROUND--ROBIN FLT PLAN WITH FORT WORTH FLT SVC FOR A FUNCTIONAL CHK FLT ON SOME RECENT MAINT ITEMS. PROPOSED DEP TIME WAS XB15. I CONTACTED DFW APCH/CLRNC DELIVERY BY TELEPHONE AT APPROX XA55. THE GENTLEMAN AT CLRNC DELIVERY ASKED HOW MUCH TIME I WOULD NEED BEFORE DEP. I REPLIED; 'ABOUT 20 MINS.' HE SAID; 'YOU AIN'T GONNA GET THAT;I WILL GIVE YOU 5 MINS.' I REPLIED THAT WAS NOT REASONABLE. TO HANG UP THE PHONE; START THE AIRPLANE; PERFORM A NORMAL RUNUP; AND SET UP MY NAV GEAR WOULD REQUIRE A MINIMUM OF 10 MINS. HE SAID; 'NO; 5 MINS IS ALL YOU WILL GET AND I'M NOT GOING TO ARGUE WITH YOU.' I REPLIED THAT I WOULD LIKE TO SPEAK TO HIS SUPVR. A GENTLEMAN CAME ON THE PHONE; IDENTIFIED HIMSELF; AND BASICALLY SAID; 'WHAT'S THE PROB?' I EXPLAINED. HE RESPONDED WITH A PROPER CLRNC WHICH GAVE ME A FULL 15 TO 17 MINS TO GET TO THE END OF THE RWY WITH A DEP 'WINDOW' OF XB15-XB:20. THAT WAS EXACTLY WHAT I HAD REQUESTED IN THE FIRST PLACE. THIS IS A RECURRING PROB FOR ALL OF US WHO ARE RESTRAINED BY THIS NEW ENHANCED DFW CLASS B AIRSPACE. EVERY GENERAL AVIATION PLT I HAVE SPOKEN WITH ABOUT OPERATING IFR INTO/OUT OF DFW ENHANCED CLASS B HAS BEEN MET WITH THE SAME ARROGANT RESISTANCE BY DFW APCH/CLRNC--INSUFFICIENT TIME TO SAFELY START THE ACFT; TAXI TO THE RWY; AND PREPARE FOR FLT. THIS TYPE OF RUSHING IS GOING TO GET SOMEBODY KILLED AND THERE IS NO REASON FOR IT.
