A GRUMMAN HU16 WAS RAMP CHECKED BY FAA SAFETY INSPECTORS AND ALLEGEDLY FOUND IN VIOLATION OF FAR REGULATIONS REGARDING MAINTENANCE RECORDS.

Narrative

CONTACTED BY CAPT TO FLY ALBATROSS AFTER MAINT. OWNER HAD A MEDICAL PROB AND WAS UNABLE TO FLY. AFTER THE EVENT ACFT DEPARTED FOR A LCL MAINT FLT. ON LANDING ACFT WAS MET BY 2 FAA PERSONNEL AND LCL POLICE! FAA RAMP CHECKED AIRCREW WITH LITTLE DISCUSSION NO PROBS. FAA MAINT PERSONNEL ASKED ME FOR THE AIRWORTHINESS CERT FROM THE ACFT AND I DEFERRED TO THE OWNER. SOME PROB WITH AIRWORTHINESS RESTRICTION ON FLT WITH PAX. CREW CONSIDERED PERSONNEL ON BOARD TO BE REQUIRED FOR MAINT FLT AS PER (01) FLT MANUAL AND DUE TO CONDITION OF ACFT AND FLT CREW'S FAMILIARITY OF COCKPIT/ACFT CONFIGURATION. ACFT PAPERWORK: REGISTRATION; AIRWORTHINESS; WEIGHT AND BALANCE ALL SEEMED IN ORDER. THE QUESTION SEEMED TO BE ABOUT THE RESTRICTION ON THE AIRWORTHINESS AND SOMETHING ABOUT A FORM 337. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE DOESN'T KNOW THE FAA SPECIFIC CHARGES AGAINST THE FLT CREW AND IS RELUCTANT TO SPEAK TO ANYONE AS LAWYERS ARE INVOLVED IN THE CASE. THE RPTR SAID HE BELIEVES THE PROB INVOLVES THE OWNER OF THE ACFT AND THE FAA OVER MAINT RECORDS AND THE PROGRESSIVE MAINT PROGRAM OF THE ACFT.
