THE PLT OF A FALCON EXPERIMENTAL ACFT EXPERIENCES AN NMAC WITH AN OVERTAKING; DSNDING PA28 ARCHER AT 1500 FT; 5 NM NE OF CJR; VA.

Narrative

AS PIC OF ACFT #1; I WAS CRUISING AT 1500 FT MSL ON A HDG OF 255 DEGS TRAVELING FROM W66 TO CJR. DUE TO AN APPRECIABLE NUMBER OF ACFT; MY VISUAL SCAN WAS CONSTANT. ACFT #2 SUDDENLY FLEW DIRECTLY OVER ME FROM BEHIND; IN A DSNDING FLT; MISSING BY APPROX 50 FT. ACFT #2 CONTINUED DSNDING ALMOST TO TREETOP LEVEL BEFORE LEVELING OFF AND MAKING A CLBING TURN TO THE W. ACFT #2 IS A LOW WING ACFT; SO IT'S POSSIBLE THE PLT DID NOT SEE ME BELOW AS HE DSNDED. MY STROBES WERE OPERATING NORMALLY AND THE WX WAS CAVU FOR ALL INTENTS AND PURPOSES. IN A FURTHER COMMENT ON THE OP OF ACFT #2; THE FOLLOWING SIT OCCURRED AS I FLEW THE STANDARD PATTERN AT CJR. AFTER ANNOUNCING AND ENTERING THE DOWNWIND LEG FOR RWY 22 AT CJR; I NOTICED THE SAME ACFT #2 FLYING AT PATTERN ALT (1313 FT MSL) DIRECTLY OVER THE CTR OF RWY 4 AT CJR. AS I WAS AT THE SAME ALT AND FLYING THE SAME DIRECTION; I WATCHED THE ACFT #2 CAREFULLY. I ANNOUNCED TURNING BASE FOR RWY 22 AT CJR; ACFT #2 CONTINUED ON A NE HDG BEYOND THE APCH END OF RWY 22. AS I ANNOUNCED TURNING FOR FINAL AND BEGAN MY TURN; ACFT #2 ALSO DID A SHARP 180 DEG TURN AND ANNOUNCED ON FINAL FOR RWY 22. I INFORMED HIM I WAS ON FINAL. HE STATED HE WAS GOING AROUND. I LATER SAW HIM LAND AT CJR; TAXI BACK TO THE RWY AND DEPART. REGARDING THE NMAC; I BELIEVE THIS PARTICULAR EVENT OCCURRED DUE TO A POOR VISUAL SCAN BY THE PLT OF ACFT #2 BEFORE HE BEGAN HIS DSCNT. AS HE CONTINUED TO DSND; I FELT THAT HE MIGHT BE IN TROUBLE; BUT HE MUST NOT HAVE BEEN. WITH REGARDS TO THE PATTERN SIT; I FELT WHEN I FIRST SAW HIM DIRECTLY OVERFLYING THE AIRFIELD AT PATTERN ALT; THAT IT MIGHT BE A PHOTO PASS OF THE ARPT. HE NEVER MADE ANY RADIO CALLS DURING THIS TIME UNTIL HIS ABRUPT 180 DEG TURN WITH THE ANNOUNCEMENT HE WAS LNDG. THIS PLT (OF ACFT) NEEDS SOME SERIOUS INSTRUCTION IN LNDG PROCS AT UNCTLED ARPTS; ESPECIALLY WHEN THE TFC IS HVY. HE ALSO NEEDS HIS COM SKILLS IMPROVED.
