GA PLT DEPARTS VFR FROM ARPT UNDER CLE MODE C VEIL WITHOUT AN IFR CLRNC.
Narrative
I DEPARTED LPR; OH; UNDER THE CLE CLASS B AIRSPACE. MY DEST WAS CDW; NJ; WHICH IS UNDER THE NEW YORK CLASS B AIRSPACE AND IS RESTR TO IFR ARRS AND DEPS ONLY. THEREFORE; MY NONSTOP FLT HAD TO BE MADE UNDER AN IFR FLT PLAN. THAT PLAN HAD BEEN FILED EARLIER THAT MORNING; AS WAS THE DEP FLT TO LPR. UPON OBTAINING AN UPDATED BRIEFING AT THE FBO IN LPR; JUST BEFORE; DEP; I LEARNED THAT THE REMOTE STATION FOR CLRNC DELIVERY WAS INOP. MY CHOICES WERE ASKING FOR A VOID TIME IN THE CLASS B AIRSPACE; OR DEPARTING VFR AND OBTAINING MY CLRNC WHILE AIRBORNE IN VMC. SUCH WAS MY PLAN; AND SO IT WAS COMPLETED. AFTER TKOF; I TURNED S. WHEN I WAS UNDER THE 3000 FT CEILING; I TURNED TOWARD THE AKRON; OH; VOR -- HEADED TOWARDS ACO AND TRIED TO CONTACT CLEVELAND. I WAS TOLD BY THE TRACON WHEN I CALLED LATER THAT EVEN THAT THEY HEARD MY CALLS. UNFORTUNATELY; THEY DIDN'T RESPOND. THINKING THAT I WAS UNDER THE 3000 FT RING; I CLBED TO 2300 FT (SHE SAID 2200 FT) TO INCREASE RECEPTION. I HAD NO IDEA THAT THEY HAD HEARD ME BUT WERE JUST NOT ANSWERING. THE FREQS WERE NOT BUSY. WHILE TRYING TO REMAIN CLR OF THE CLASS B AIRSPACE; I WAS TRYING TO WATCH FOR OTHER VFR TFC; TRYING TO HEAD FOR AKRON; AND CALLING CLEVELAND. WHEN THEY FINALLY ANSWERED ME; I WAS QUESTIONED ABOUT MY ALT AND THEN I WAS ADVISED; IMMEDIATELY; THAT I HAD VIOLATED THEIR SPACE. OBVIOUSLY THEY WERE WATCHING MY XPONDER (1200 WITH MODE C) RETURNS; AND LISTENING TO ME WITHOUT RESPONDING. POS RPTS UPON DEPARTING LORAIN WERE MADE. AFTER RESPONDING TO MY CALL WITH A XPONDER CODE; ASKING FOR MY ALT; WHICH WAS TRUTHFULLY GIVEN; AND ADVISING ME OF AN INCURSION; I WAS GIVEN A HDG S; AND THEN MY CLRNC 'CLRED AS FILED.' THEY WERE EXPECTING ME; LISTENING TO ME; AND WATCHING ME; BUT DID NOTHING UNTIL THE INCURSION. I WAS GIVEN THE TRACON PHONE NUMBER; AND TOLD TO CALL AT MY DEST. I GUESS; FROM THIS EXPERIENCE; THAT THE BETTER WAY TO HAVE HANDLED THIS WAS TO HAVE GOTTEN A VOID TIME.
