Synopsis

A PIPER PA34-200 ON LNDG HAD THE R MAIN LNDG GEAR COLLAPSE. PLT ALLEGES INCOMPETENT TECHNICIAN WHO ACCOMPLISHED ANNUAL CHK AT FAULT.

Narrative

AFTER TOUCHDOWN; AS PLT APPLIED BRAKES; R LNDG GEAR SHUDDERED AND COLLAPSED CAUSING THE AIRPLANE TO TIP TO THE R; SKID AND TURN 180 DEGS OFF THE RWY. R PROP STRUCK; R WING DRAGGED ON PAVEMENT. AN EXTENSIVE 3 1/2 MONTH ANNUAL HAD RECENTLY BEEN COMPLETED ON THE ACFT. AFTER THE ANNUAL; THE PLTS REPEATEDLY COMPLAINED TO THE MECH REGARDING A SHAKING ON THE R SIDE OF THE ACFT. MECH INDICATED HIS BELIEF THAT THE SHAKING WAS CAUSED BY A NEW DISC BRAKE ON THE R SIDE AND ASSURED THE PLTS THAT THE ACFT WAS SAFE. MECH DECLINED AN OPPORTUNITY TO RIDE IN THE ACFT TO FEEL THE SHAKE. INITIALLY TOLD PLTS TO 'BURN THE NEW BRAKE IN' AND DETAILED THE PROC FOR DOING SO. WHEN PLTS INDICATED THAT THE PROB PERSISTED; PLTS BROUGHT THE ACFT TO THE SHOP TO ASSESS THE PROB AND MECH ATTEMPTED TO BLEED THE BRAKES. 3 DAYS BEFORE THE INCIDENT; THE ACFT WAS BACK AT THE MECH'S SHOP FOR A PROB WITH THE LNDG GEAR LIGHTS. MECH INDICATED PROB WAS WITH NOSE GEAR AND ALLEGEDLY SIMULATED APPROX 15 LNDGS (RAISING AND LOWERING THE GEAR). BELIEVE INCIDENT WAS CAUSED BY ACTION OR INACTION OF MECH.
