A B06 PLT VIOLATED A TFR INVOLVING A PWR PLANT.

Narrative

DEPARTED YYY ARPT AT XA36 FLYING A BELL LONGRANGER UNDER 14 CFR 135. AFTER LEAVING THE TFC PATTERN AT YYY; CONTACTED YYY APCH REQUESTING ADVISORIES; VFR DIRECT TO XXX ARPT. A BEACON CODE WAS ASSIGNED WITH SUBSEQUENT RADAR IDENTIFICATION. JUST N OF THE TOWN OF WWW; RADAR CONTACT WAS LOST AND I WAS TOLD TO SQUAWK 1200 AND CONTACT ZZZ APCH. MY STUDENT IMMEDIATELY SWITCHED TO ZZZ APCH AND AFTER WAITING A SHORT TIME DUE TO FREQ CONGESTION; WE CALLED; RECEIVED A BEACON CODE; AND WERE SUBSEQUENTLY RADAR IDENTIFIED. APPROX 15 NM SSW OF ZZZ THE CTLR ISSUED VECTORS TO THE WNW AROUND ARRIVALS AND DEP AT ZZZ. ABEAM ZZZ ARPT WE WERE ISSUED A FREQ CHANGE TO THE NW SECTOR APCH; CHECKED IN; WERE ISSUED A FEW MORE VECTOR HEADINGS TO CLR ZZZ ARPT. THEN ABOUT 10 NM N OF ZZZ WERE CLRED TO RESUME OUR VFR COURSE DIRECT XXX ARPT. AT APPROX 20 NM NNE OF ZZZ; RADAR SVC WAS TERMINATED; VFR CODE ISSUED AND WAS REQUESTED TO GIVE ZZZ APCH A TELEPHONE CALL UPON REACHING DEST. AT NO TIME DID ANY CTLR QUERY ME ABOUT THE TFR OVER THE PLANT SSW OF ZZZ; NEITHER YYY APCH OR ZZZ APCH. I WAS AWARE OF THE TFR AND ITS APPLICATION AND RESTRS. LANDED AT XXX AT XC12 AND SHORTLY THEREAFTER CALLED THE SHIFT SUPVR AT ZZZ TRACON. HE INFORMED ME THAT HE WAS FILING A PLT DEVIATION AGAINST ME FOR VIOLATING THE TFR OVER A PLANT SSW OF ZZZ. I INFORMED HIM THAT THERE WAS NO VIOLATION OF THE TFR AS I WAS OPERATING UNDER AN AIR CARRIER CERTIFICATE; WHICH ARE EXEMPT. HE FURTHER STATED THAT IT DIDN'T MATTER; AND ANYWAY SHOULD HAVE BEEN IN RADIO CONTACT WITH HIS FACILITY. I FURTHER EXPLAINED; THAT NOT ONLY WAS I EXEMPT FROM THE TFR; BUT THAT I WAS IN RADIO CONTACT WITH ZZZ APCH RECEIVING ADVISORIES AND VECTORS; BUT THAT I HAD BEEN IN CONTACT WITH YYY APCH FACILITY BEFORE THAT. ZZZ TRACON SHIFT SUPVR STILL INSISTS ON FILING PLT DEVIATION PAPERWORK.
