Synopsis

SF340 CREW MADE AN OVERWT TKOF BECAUSE THE TAILWIND CORRECTION PENALTY WAS NOT APPLIED.

Narrative

FIRST FLT OF THE DAY FOR THE CREW. ANOTHER CREW BROUGHT THE ACFT INTO MRY. FO DUTIES INCLUDE CALCULATING TKOF SPDS AND RESTRICTIVE TKOF WTS; AS WELL AS WRITING DOWN THE ATIS AND XFERRING THE DATA ONTO THE WT AND BAL. WHEN COMPLETED; THE CAPT REVIEWS IT; THEN SIGNS IT. THE FO IS ONE OF THE SENIOR FO'S IN THE DOMICILE. IN FACT; HE COULD HOLD A CAPT POS IN ANOTHER DOMICILE. I FAILED TO NOTE ON MY REVIEW OF THE WT AND BAL FORM THAT HE HAD PLANNED A TKOF ON A RWY WITH A TAILWIND (APPROX 4 KTS) AND HAD NOT APPLIED A WT PENALTY. WE HAD TKOF AT APPROX 743 LBS ABOVE OUR RESTR TKOF WT. THE FO HAD ADJUSTED OUR TKOF SPDS FOR THE UPSLOPING RWY. DURING CLBOUT; I DISCOVERED THE ERROR WHILE XFERRING SOME NOTES INTO THE REMARKS SECTION OF THE WT AND BAL. WHEN I TOLD THE FO AND SHOWED HIM HOW TO APPLY THE _______ WT PENALTY; HE TOLD ME HE 'DIDN'T KNOW THAT.' CONTRIBUTING FACTORS: 1) MRY ATIS RPTING '320 DEGS; 5 KTS; 3 MI; MIST; 300 FT OVCST; TEMP 12 DEGS; DEWPOINT 11 DEGS; ALTIMETER 30.02; LNDG ILS RWY 10R.' FO ASSUMED ONLY RWY 10R WAS AVAILABLE. 2) FO IS ENGLISH SECOND LANGUAGE. 3) 2 BIZJETS TOOK OFF ON RWY 10R DURING ENG START AND TAXI. 4) FO WITH 2800 HRS IN TYPE; 5 YRS EXPERIENCE WITH COMPANY AND MRY ARPT. 5) FO COMPLACENCY. 6) CAPT COMPLACENCY WITH AN EXPERIENCED FO THAT I HAD FLOWN WITH BEFORE. I ASSUMED TOO MUCH. 7) CREW WAS WELL RESTED; CREW DIDN'T RUSH. CORRECTIVE ACTION: 1) WILL 3X ALL FO CALCULATIONS. 2) TOLD FO TO REVIEW HIS PERFORMANCE SECTION IN THE AOM. 3) TOLD FO IF HE HAS QUESTIONS OR PROBS WITH UNDERSTANDING ENGLISH TO ASK NEXT TIME.
