Narrative
I DEPARTED PAE TO PERFORM A HOLD AND INST APCHS. I DEPARTED ON RWY 16R AT APPROX XA05 ON A HDG OF 250 DEGS CLBING TO 2000 FT. CTR CLBED ME TO 3000 FT THEN TO 4000 FT AND VECTORED ME DIRECT TO THE RITTS NDB (306 DEG RADIAL). I WAS ON A HDG OF ABOUT 030 DEGS TO RITTS. I TURNED AT RITTS OUTBOUND FOR A PARALLEL ENTRY TO AHEAD OF ABOUT 340 DEGS. THE CTLR RPTED 2 TARGETS AT 12:00-1:00 O'CLOCK POS SBOUND. THE FIRST AT 1 MI AND AT 4200 FT AND THE SECOND AT ABOUT 5 MI. I ASKED THE CTLR TO CONFIRM THE DISTANCE TO THE FIRST TARGET. HE SAID 'LESS THAN 1 MI' AND THAT I COULD CLB IF I WANTED.' I COULD NOT SEE THE ACFT; BUT TURNED ON MY LNDG LIGHT AND PUSHED THE THROTTLE FORWARD AND STARTED TO PULL BACK ON THE YOKE WHEN I SAW THE CESSNA AT ABOUT 200 YARDS AT THE 12:30 O'CLOCK POS LEVEL; AIMED DIRECTLY FOR ME. I PULLED 2-3 G'S AND ROLLED L AND SAW THE ACFT DISAPPEAR UNDER MY R WING ROOT. HE WAS HDG ABOUT 160-170 DEGS. HE MADE NO ATTEMPT TO MANEUVER. I BELIEVE THE CTLR SHOULD HAVE WARNED ME ABOUT THE ACFT WHEN I REACHED 4000 FT BEFORE I GOT TO RITTS. AT RITTS I WAS FOCUSED ON ENTERING THE HOLD AND DIRECTING MY GAZE BTWN INSIDE AND OUTSIDE THE AIRPLANE. I DID LOOK FOR THE ACFT AT THE FIRST CALL BUT DID NOT SEE IT. SINCE IT WAS HEAD-ON AND WHITE IN COLOR; IT WAS ALMOST INVISIBLE AT 1 MI. SECONDLY; THE OTHER PLT WAS AT THE WRONG ALT. HE SHOULD HAVE BEEN AT 3500 FT OR 5500 FT FOR THE HDG HE WAS FLYING. ALSO; HE WAS ABOUT TO ENTER THE SEATTLE CLASS B AIRSPACE AND SHOULD HAVE BEEN TALKING TO CTR.
