AFTER AN FSS BRIEFING A GA ACFT IS INTERCEPTED BY A GOV ACFT WHEN IN PROX OF A RESTR AREA LISTED IN THE PUBLISHED TFR NEAR ZZZ; US.
Narrative
ON THE MORNING OF NOV/FRI/01; I OBTAINED A FULL PREFLT BRIEFING FROM FSS. THE WX WAS CLR VFR AND THERE WERE NO SIGNIFICANT NOTAMS RPTED BY THE FLT SVC BRIEFER. HE DID BRIEFLY ADVISE THAT I SHOULD REMAIN WELL CLR OF RESTR AREA. I CONSULTED THE APPLICABLE SECTIONAL CHART AND CONFIRMED THAT THE FLOOR OF RESTR AREA BEGAN AT 11000 FT. AFTER TAKING OFF I ACTIVATED MY VFR FLT PLAN TO ZZZ1 AND CONTINUED MY CLB TO 6500 FT. I CONTACTED ZZZ2 CTR IN AN ATTEMPT TO OBTAIN FLT FOLLOWING; HOWEVER; THE CTLR WAS EXTREMELY BUSY. I DID NOT HEAR BACK FROM THE CTLR AND THEREFORE ELECTED TO CONTINUE THE TRIP TO ZZZ1 WITHOUT THE BENEFIT OF FLT FOLLOWING. I FLEW AT 6500 FT. DURING AN OUTSIDE VISUAL SCAN AT THIS TIME; I NOTICED WHAT APPEARED TO BE A KING AIR TRACKING ME OFF OF MY LEFT WING; WITH ITS GEAR LOWERED. I MONITORED THE EMER FREQ AT 121.5 AND THEREAFTER CONTACTED GOV TWR. I WAS ADVISED BY GOV TWR THAT THE KING AIR WAS A GOV ACFT AND THAT I HAD VIOLATED RESTR AREA WHEN I QUESTIONED THE VIOLATION OF THIS RESTR AREA; I WAS ADVISED THAT XXX HAD BEEN EXTENDED TO THE SURFACE AS OF THE AFTERNOON OF NOV/THUR/01 AND THAT TRANSITIONING VFR ACFT REQUIRED A DISCRETE XPONDER CODE AND RADIO CONTACT WITH ATC IN ORDER TO TRANSITION THE AREA. ALTHOUGH THE BRIEFER ADVISED THAT I SHOULD REMAIN CLR OF XXX DURING MY PREFLT BRIEFING; I WAS NOT ADVISED THAT THE RESTR AREA HAD BEEN EXTENDED TO THE SURFACE NOR THAT A DISCRETE XPONDER CODE WAS REQUIRED FOR TRANSITIONING THE AREA.
