Narrative
LCL TRAINING FLT WITH CFI AND INST STUDENT. PRACTICE VOR APCH TO GADSDEN. UNICOM ADVISED MAIN RWY 6/24 WAS CLOSED FOR CONSTRUCTION. RWY 36 IN USE AT TIME. ADVISED UNICOM WE'D DO PRACTICE VOR APCH TO RWY 6 AND CIRCLE HIGH TO LAND ON RWY 36. STUDENT FOLLOWING INSTS TO HIGHER THAN NORMAL CIRCLING MINIMUMS TO AVOID GND CREW THINKING WE WERE LNDG. CALLED BASE; THEN FINAL FOR RWY 36 ON CTAF/UNICOM. ON SHORT FINAL; NOTICED LARGE TANDEM AXLE DUMP TRUCK TRAVELING ON RWY 6 TOWARD INTXN WITH RWY 36 WHICH IS APPROX AT MIDPOINT OF RWY 36. AS CFI; I WAS WATCHING TO SEE IF TRUCK WAS SLOWING. WHEN IT BECAME EVIDENT HE WAS NOT; I CALLED FOR GAR AND WATCHED THE TRUCK PASS UNDER US AS WE WERE 200-300 FT AGL. OBVIOUS TRUCK DRIVER NEVER LOOKED. WE HAD LNDG LIGHT ON. CALLED UNICOM AND ADVISED THEM OF INCURSION. RESPONSE WAS THEY WERE NOT A CTLED FIELD. I ASKED HIM TO PASS INCIDENT ALONG TO GND CREW AND HE WAS UNABLE TO REACH THEM BY RADIO. WE WERE NEVER IN DANGER; BUT THE GND VEHICLE SHOULD BE LOOKING FOR TFC AND SOMEONE IN CREW MONITORING RADIO. SUGGEST BETTER TRAINING FOR GND CONSTRUCTION CREW.
