A B737-300 WAS DISPATCHED AND OPERATED IN NON COMPLIANCE FOR 6 MONTHS WITH THE R SPOILER CTL CABLES CROSSED.
Narrative
RECENTLY IT HAS BEEN BROUGHT TO MY ATTN A PROB WHICH AROSE WITH ACFT X ON OCT/TUE/01/. ON THE ABOVE DATE THE SPOILER MITER WAS DUE FOR A TIME CHANGE. AT THAT TIME WAS DISCOVERED THAT R-HAND WING CABLES WSA1-2 AND WSA2-2 (SPOILER CTL) WERE WRAPPED AROUND EACH OTHER. THE PROB WAS RECTIFIED ON THAT DATE. ON MAY/THU/01; I ORIGINATED DISCREPANCIES FOR SPOILER CTL CABLES WSB2-1 CORRODED NR (NON-ROUTINE WRITE-UP) B235193; WSA1-4 CORRODE NR B235189; WSB1-4 CORRODED NR B235191; WSA2-4 CORRODED NR B235190; WSB2-4 CORRODED NR B235192. I INSPECTED THE FABRICATION AND PARTIAL INSTALLATION OF ALL THE CABLES. DUE TO SHIFT CHANGE I REFED THE SYS RIG; SAFETY WIRING OF THE TURN-BARRELS AFTER CONNECTION ON NR B235435 WHICH WAS ACCOMPLISHED BY A DIFFERENT INSPECTOR/MECH THAT DAY. THE CABLES FOUND CROSSED ON OCT/TUE/01 WERE NOT WRITTEN-UP BY ME FOR CORROSION; BUT WERE CONNECTED DOWNSTREAM IN THE SPOILER CTL SYS. WHEN I TURNED OVER THE JOB ON MAY/THU/01; NONE OF THE CABLES TENSIONED UP AND THE TURN-BARRELS WERE LOOSE AND MIGHT HAVE BEEN DISCONNECTED AGAIN DURING THE RIGGING PROCESS LATER IN THE DAY. NO DAMAGE TO THE CABLES OR ACFT STRUCTURE WAS FOUND ON OCT/TUE/01.
