ZAB CTLR; DURING A COMPLEX TFC SIT; CLBS AN F16 TO REQUESTED ALT THAT CONFLICTS WITH AN ENRTE BE55.

Narrative

THE PROB WAS THAT I HAD FORGOT I HAD TFC AT 10000 FT WHEN I ISSUED CLB TO 10000 FT ON F16'S. I WAS DISTR BY SEVERAL OTHER SITS. THERE HAD BEEN A CONFLICT ALERT FLASHING BTWN ACFT Y VFR/75 AND 1200 CODE AT 7200 FT. THERE WAS A POINTOUT AT FL230 THAT POTENTIALLY TFC FOR A STRING OF PHX ARRS FL240 DSNDING TO 11000 FT. THERE WAS ACFT Z VFR/105; SOMETIMES SHOWING 10700 FT MODE C; WHICH WOULD ALSO BE A FACTOR FOR PHX ARRS DSNDING TO 11000 FT. AND ACFT YY DSNDING TO 9000 FT CONVERGING WITH ACFT XX CLBING TO 9000 FT IN LUKE APCH AIRSPACE. BECAUSE OF ANGLE OF CONVERGENCE OF F16'S AND BE55; THERE WAS NO EARLY WARNING CONFLICT ALERT IN TIME ENOUGH TO MAINTAIN SEPARATION. WHEN I FIRST ACCEPTED HDOF ON F16'S THEY REQUESTED BLOCK ALT 16000 FT TO FL180. I PREPLANNED TO WAIT TILL I CLRED PHX APCH AIRSPACE; THEN CLB TO 10000 FT. WAIT TO CLR TFC DSNDING TO 11000 FT; THEN CLB TO BLOCK ALT 16000 FT TO FL180. IN HINDSIGHT; I SHOULD HAVE LEFT F16'S AT 8000 FT. SUPPLEMENTAL INFO FROM ACN 530936: D42 (MYSELF) WAS OFF LINE GIVING A POS RELIEF BRIEFING TO ANOTHER CTLR. I WAS IN THE PROCESS OF BRIEFING; WHEN THE LOSS OF SEPARATION OCCURRED. APPROX 1 MIN AFTER LOSS OF SEPARATION THE RELIEVING CTLR SIGNED IN. ABOUT 15 SECONDS LATER; WHILE WALKING AWAY FROM THE SECTOR I BECAME AWARE OF THE LOSS OF SEPARATION.
