Narrative

PLT AND ACFT WERE ON THE GND UNDER CTL OF ARPT TWR. PLT HAD MADE A FULL STOP LNDG ON A PARALLEL RWY; RPTED CLR OF THE ACTIVE AND REQUESTED TAXI TO PARKING AREA. TWR SAID 'TAXI TXWY A11; REMAIN ON THE FREQ.' PLT REPEATED CLRNC TO TWR. TWR DID NOT RESPOND. PLT PASSED STOP LINE BEFORE AN ACTIVE RWY CONTINUING TAXI. TWR CALLED TO INSTRUCT PLT THAT HE SHOULD NOT ENTER ACTIVE RWY. PLT RETURNED TO STOP LINE. PLT WAS CLRED TO PASS THE ACTIVE RWY AND CONTACT GND. PLT REQUESTED TAXI TO PARKING. PLT WAS CLRED TO PARKING AND GIVEN A PHONE NUMBER TO CALL. PLT SPOKE TO SUPVR AT PHONE NUMBER WHO SAID THAT THEY WERE REQUIRED TO FILE A RPT WITH THE OFFICE ABOUT POSSIBLE RWY INCURSION AND THERE APPEARED TO HAVE BEEN A 'MISUNDERSTANDING' BTWN PLT AND CTLR. PLT ASKED IF SUPVR HAD LISTENED TO TAPE -- ANSWER 'YES.' PLT ASKED IF CLRNC HAD INCLUDED A HOLD SHORT OF ACTIVE RWY INSTRUCTION -- ANSWER 'YES.' PLT ASKED IF HE HAD READ BACK CLRNC OMITTING A HOLD SHORT INSTRUCTION -- ANSWER 'YES.' PLT ASKED IF CTLR HAD CALLED TO CORRECT INCORRECT READBACK -- ANSWER 'NO.' PLT ASKED IF THAT WAS WHY SUPVR WAS USING WORD 'MISUNDERSTANDING' -- ANSWER 'YES.' TFC ON GND AND IN AIR UNUSUALLY BUST AT TIME. MIL ACFT BOTH IN AIR AND ON GND WAS ACTIVE AT TIME. COMMERCIAL TFC ON GND WAITING TO DEPART THE ACTIVE RWY -- IT WAS NOT MOVING.
