Narrative

I WAS PREPARING FOR A FLT (IFR) FROM PLR TO LUK. BIRMINGHAM TO CINCINNATI. EARLY MORNING XA30. LOW CEILINGS BUT VFR. WIND WAS OUT OF THE S AT 8 KTS. OUR ARPT HAS RWYS 2/20. CORRECT RWY WAS 20. OUR FBO IS AT THE RWY 2 END (S) OF THE ARPT AND CAN WATCH TKOF AND LNDG ACTIVITY AT THE S END. I ANNOUNCED MY DEP ON RWY 20; ENTERED THE RWY; STARTED THE TKOF ROLL AND SAW ANOTHER PLANE XING THE FENCE TO FLARE AT THE OPPOSITE END. I ABORTED AND WAS PREPARED TO EXIT INTO THE GRASS WHEN HE LANDED; TURNED OFF THEN PROCEEDED TO TAXI TO HIS HANGAR. I COULD NOT RAISE HIM ON THE RADIO. THE ARPT MGR AND ANOTHER MAN WERE WITNESSES. I FOLLOWED HIS PLANE AND CONFRONTED HIM. HE SAID HIS RADIO WASN'T TUNED. I ASKED ABOUT HIS NOT FLYING A SUGGESTED PATTERN; NO RADIO USE; LNDG DOWNWIND -- HE JUST HUNG HIS HEAD. THE PLT SHOULD LOSE HIS LICENSE. HE HAS 3 PLANES. HE MAKES LOW PASSES (3 FT OFF THE RWY) IN HIS ACFT. NEVER USES AIM SAFETY PROCS AND IS GENERALLY A PROB. HE DID NOT CARE ENOUGH TO GO AROUND WHEN HE SAW ME DEPARTING IN A TWIN.
