AN E120 CREW TAXIED INTO POS AT VIS; ONLY TO FIND TFC ON FINAL OPPOSITE DIRECTION. THE LNDG TFC MADE A GAR AND THE E120 CREW TOOK OFF.

Narrative

AFTER ENG START; WE ANNOUNCED ON CTAF FREQ 'TAXIING TO RWY 12' AND THEN PROCEEDED TO TAXI; MONITORING CTAF. WE HEARD AN ACFT ANNOUNCE BASE AND FINAL FOR RWY 30. AT THE HOLD SHORT BARS WE ANNOUNCED HOLDING SHORT RWY 12. WE OBSERVED THE ACFT LAND; CLR THE RWY AND ANNOUNCE CLR. WE THEN ANNOUNCED TAKING RWY 12 FOR DEP. WE DID THE NORMAL SHORT BACK TAXI WITH A 180 DEG TURN TO POS ON RWY 12. AS WE COMPLETED THE 180 DEG TURN; WE SAW THE LNDG LIGHT OF AN ACFT ON ABOUT A 1 MI FINAL FOR RWY 30. AT THE SAME TIME; IT WAS ANNOUNCED ON CTAF 'THERE IS ANOTHER ACFT ON FINAL' AND RIGHT AFTER THAT THE ACFT ON FINAL ANNOUNCED THAT HE WAS GOING AROUND. I QUESTIONED THE FO AS TO WHY TO GAR ACFT HAD NOT SAID ANYTHING ON CTAF WHEN WE ANNOUNCED THAT WE WERE TAKING RWY 12 FOR DEP. I INSTRUCTED THE FO TO MAINTAIN VISUAL WITH THE GAR ACFT AND WHEN THE ACFT HAD PASSED OVERHEAD AND WAS BEHIND US; WE ANNOUNCED OUR TKOF ROLL AND DEPARTED RWY 12. AS WE DEPARTED THE ARPT AREA ON THE INST DEP PROC; THE GAR ACFT WAS WELL BEHIND US IN HIS XWIND LEG. NO FURTHER COM WAS HEARD FROM THE GAR ACFT AND WE ANNOUNCED CLR OF THE AREA AND CONTINUED TOWARDS LAX. I AGAIN COMMUNICATED TO THE FO REGARDING THE GAR ACFT NOT ANNOUNCING ANYTHING AFTER WE ANNOUNCED TAKING RWY 12 FOR DEP. PERFORMANCE ALLOWED FOR DEP FROM RWY 12 FAVORING OUR DIRECTION OF FLT WITH THE AWOS RPTING WINDS AT 4 KTS. WE HAD THE GAR ACFT IN SIGHT FROM THE TIME WE COMPLETED OUR 180 DEG TURN UNTIL WE DEPARTED THE AREA. NO NEAR MISS OCCURRED. THE ACFT FLEW OVER US ON HIS GAR UPWIND LEG AT ABOUT 1000 FT AGL AS WE WERE STILL HOLDING POS FOR DEP ON RWY 12. SUPPLEMENTAL INFO FROM ACN 532211: 1 ACFT AT THE END OF RWY 30 STATED HE WAS TAXIING TO THE RUNUP AREA THERE. HE HEARD NO ONE ELSE OVER THE CTAF. AFTER TAXIING TO THE RUNUP AREA OF RWY 12; WE FINISHED ALL TAXI CHKS BEFORE TKOF AND RECEIVED OUR CLRNC FROM FAT APCH. WE BOTH LOOKED L AND R. NO ONE WAS EVER IN ANY REAL DANGER DUE TO THE ACFT FAR ENOUGH OUT ON FINAL THAT WE COULD HAVE EASILY GOTTEN OFF THE RWY IN TIME BEFORE HE LANDED. ALSO IF THE ACFT HAD BEEN ON AN IFR FLT PLAN; FAT APCH WOULD HAVE KNOWN AND WOULD NOT HAVE RELEASED US FOR TKOF.
