A BA46 CREW; ON APCH TO KASE; OBSERVED ANOTHER ACFT FLYING IN IMC CONDITIONS AN IFR FLT PLAN.

Narrative

ON GPS RWY 15; APCH AT ASPEN; CO INSIDE SITWO INTXN; I BECAME AWARE OF A CITATION ON THE FREQ. HE LEFT EAGLE CO ARPT VFR TO ASE. AT APPROX 13000 FT; APCH CTL CALLED HIM AS TFC AND WE RESPONDED THAT WE WERE IN THE CLOUDS. WE BROKE OUT OF THE 4800 FT RPTED BROKEN TO OVERCAST LAYER. VISIBILITY WAS RPTED 10 MIS. TWR AGAIN CALLED OUR TFC AS CITATION AT 11 O'CLOCK TWO MI. WE SAID NO CONTACT. TARGET WAS ON TCAS IN THE RPTED POS. TWR ASKED THE CITATION TO PROCEED 'STRAIGHT IN.' CITATION PLT ASKED 'WHAT ARE THE BASES.' TWR AGAIN TOLD US TO LOOK FOR TFC TO FOLLOW. I LOOKED IN THE RPTED POS AND SAW THE CITATION WITH LNDG LIGHTS ON; DSNDING THRU THE CLOUDS. I SAID; 'WE HAVE THE TFC; HE JUST CAME THROUGH THE CLOUDS.' HE WAS CLOSE ENOUGH THAT I HD TO WIDEN OUT IN THE VALLEY TO MAINTAIN ENOUGH SPACE TO CONTINUE THE VISUAL APCH. THE LNDG WAS NORMAL; WITH THE CITATION BARELY CLRING THE RWY IN TIME. IT IS OBVIOUS THE CITATION FLEW THE VOR APCH IN IFR CONDITIONS WITH NO IFR CLRNC. I DON'T HAVE TO SAY THAT THIS IS A VERY DANGEROUS PRACTICE.
