Narrative
ACFT ENTERED CLASS D AIRSPACE. DID NOT ESTABLISH COMS. THE FLT SCHOOL HAS BEEN CALLED FOR THIS PROB. IT HAS BEEN INSTRUCTORS ON BOARD; THAT IS THE MOST DISTURBING. WE ARE A BUSY VFR TWR WITH A LARGE JET TFC MIX. THIS ACFT ENTERED THE AIRSPACE RIGHT INTO OUR DOWNWIND. SINCE THIS HAS HAPPENED NUMEROUS TIMES; AND AFTER EXHAUSTIVE DISCUSSIONS WITH THE VOLATILE INSTRUCTORS; IT APPEARS THE ONLY REMEDY IS PLTDEVS PROCESSED. THE INSTRUCTORS SHOULD BE VERY AWARE OF AIRSPACE. SUPPLEMENTAL INFO FROM ACN 535005: IN PREPARATION OF MY STUDENT'S COMMERCIAL MULTI-ENG ADD-ON CHK RIDE; WE WERE PRACTICING THE GPS-B APCH INTO SCOTTSDALE. WE ESTABLISHED COM WITH PHX APCH AND RECEIVED APPROVAL FOR THE PRACTICE APCH. WE PROCEEDED DIRECT TO AVENT. HOWEVER; MY STUDENT DID NOT DSND UNTIL I QUERIED HIM. AS WE TURNED INBOUND; MY STUDENT AGAIN FAILED TO DSND UNTIL I QUERIED HIM AGAIN. 3 MI FROM CACTO; PHX APCH TERMINATED RADAR SVC AND TOLD US TO CONTACT SCOTTSDALE TWR. MY STUDENT CHANGED FREQ TO SCOTTSDALE TWR. THE FREQ WAS EXTREMELY CONGESTED. I HAD THOUGHT MY STUDENT RECEIVED AN ACKNOWLEDGEMENT; HOWEVER; MY FOCUS WAS ON SEARCHING FOR THE OTHER TFC. AT CACTO; MY STUDENT STARTED HIS DSCNT FROM 4000 FT MSL TO THE MDA OF 2160 FT MSL. I REALIZED THAT WE MIGHT NOT HAVE ESTABLISHED 2-WAY RADIO COMS. I TRIED TO CALL SCOTTSDALE TWR; BUT THE FREQ WAS TOO CONGESTED. AT APPROX 3 MI AND 2900 FT; SCOTTSDALE TWR CALLED US AND INFORMED US THAT WE MAY BE GUILTY OF A PLTDEV AND TO MAINTAIN 3000 FT. WE THEN FLEW TO THE MISSED APCH POINT AND THEN DEPARTED. IN HINDSIGHT; I AM NOT SURE IF I THOUGHT I HEARD A REPLY FROM SCOTTSDALE TWR. I SHOULD HAVE DOUBLECHKED WITH MY STUDENT ID IN DOUBT AND ESTABLISHED AN ESCAPE RTE PRIOR TO THE APCH IF WE COULD NOT ESTABLISH 2-WAY COM PRIOR TO ENTERING THE CLASS D AIRSPACE. SUPPLEMENTAL INFO FROM ACN 535004: I CALLED [TWR]; BUT THE CTLR WAS HANDLING OTHER TFC. I ATTEMPTED TO CONTACT 2-3 MORE TIMES AND WAS STILL ATTEMPTING TO CORRECTLY FLY THE APCH. WHEN I DSNDED BELOW 4000 FT MSL ABOUT 3 MI FROM THE ARPT; THE CTLR CONTACTED ME STATING I HAD VIOLATED THE AIRSPACE WITHOUT CLRNC.
