FAY INSTRUCTOR REACTS SLOWLY TO THE DEVELOPMENTAL'S UTILIZATION OF VISUAL SEPARATION FOR AN ACFT CLBING TO THE SAME ALT AS ANOTHER ACFT; WHILE ATTEMPTING TO OBTAIN HIGHER FROM THE CTR.

Narrative

ACFT #1 WAS WBOUND LEVEL AT 10000 FT. ACFT #2 WAS AT 9000 FT SWBOUND; REQUESTING FL200. THE CEILING OF OUR AIRSPACE IS 10000 FT. MY DEVELOPMENTAL TOLD ACFT #1 THAT ACFT #2 WAS '2 O'CLOCK; AND 6 MI....' ACFT #1 RPTED TFC IN SIGHT AND WAS TOLD TO MAINTAIN VISUAL SEPARATION WHILE THE C130 CLBED THROUGH HIS ALT. ACFT #1 ACKNOWLEDGED THE INSTRUCTION. DEVELOPMENTAL CLBED ACFT #2 TO 10000 FT AND I TOLD HIM NOT TO LEAVE THEM AT THE SAME ALT; BUT TO CALL CTR FOR HIGHER. DEVELOPMENTAL CALLED CTR; BUT CTR DID NOT WANT TO LET US CLB ACFT #2 AT FIRST. BY THE TIME DEVELOPMENTAL GOT PERMISSION TO CLB ACFT #2; ACFT #1 WAS HOLLERING ON THE FREQ AND WAS QUITE UPSET. HE CALLED BY TELEPHONE THAT NIGHT AND THE NEXT MORNING. AS I WROTE IN THE TRAINING RPT; WHILE WE WERE LEGAL; IT WAS VERY POOR JUDGEMENT. IT WOULD HAVE BEEN FAR BETTER TO HAVE THE C130 PROVIDE VISUAL SEPARATION BY XING BEHIND THE DHC8 OR GET HIGHER FROM CTR BEFORE CLBING THE C130 AND HAVE C130 MAINTAIN VISUAL SEPARATION BY XING BELOW THE DHC6.
