AN AIR CARGO FREIGHTER IS ALLEGED TO HAVE ENTERED THE CLASS A OF HAVANA CTL WITHOUT ESTABLISHING RADIO CONTACT AFTER REPEATED ATTEMPTS ON MULTIPLE FREQS BY THE FLC ON A HDOF FROM ZMA; FL.

Narrative

FIRST; ZMA TOLD US TO FLY 200 DEG HDG DIRECT CAYO LARGO VOR AND TO CONTACT HAVANA CTR ON FREQ 124.55. AFTER NUMEROUS ATTEMPTS OF ESTABLISHING 2-WAY RADIO COMS WITH HAVANA CTR; WITHOUT ANY RESPONSE; WE RE-ESTABLISHED COMS WITH ZMA; AND THEY ADVISED US TO TRY ON FREQ 135.1. UPON NUMEROUS ATTEMPTS; AGAIN THERE WAS NO RESPONSE. SO; ONCE AGAIN WE RETURNED TO ZMA. THEY ADVISED US TO TRY ONE MORE TIME ON FREQ 124.55. HAVANA CTR FINALLY RESPONDED; AND COMS WERE ESTABLISHED. WE RPTED OUR CURRENT 200 DEG HDG AND FL370. HAVANA CTR THEN RESPONDED 'RADAR CONTACT MAINTAIN FL370.' FOLLOWING PASSAGE OF CAYO LARGO VOR; WE JOINED AIRWAY G448 AS PER OUR FLT PLAN RTE. RADIO COM WAS THEN ESTABLISHED WITH KINGSTON CTR 10 MINS PRIOR TO THE FIR (ATUVI). UPON INITIAL CONTACT WITH KINGSTON CTR; WE WERE ADVISED TO CONTACT HAVANA CTR ON 124.55. WE TRIED; AND THERE WAS NO RESPONSE AGAIN AFTER SEVERAL ATTEMPTS. THE CREW PROCEEDED TO OBTAIN NUMEROUS FREQS FROM THE HIGH ALT ENRTE CHART WHICH ARE AS FOLLOWS; 124.55; 133.7 AND 120.25. COMS WERE FINALLY ESTABLISHED AGAIN ON 120.25; WHICH IS A FREQ DESIGNATED FOR A DIFFERENT SECTOR OF HAVANA AIRSPACE. WE WERE ADVISED BY THE CTLR THAT MIAMI WAS CONTACTED DUE TO A POSSIBLE INFRACTION OF AIRSPACE ON A PROHIBITED AREA. THIS PARTICULAR CTLR INDICATED THAT THEY (HAVANA CTR) AND 2 OTHER ACR'S WERE CALLING US ON FREQ 124.55. SINCE WE HAVE 2 RADIOS IN THE AIRPLANE; THIS FREQ WAS MONITORED AT ALL TIMES; AND NO SUCH RADIO XMISSIONS WERE ATTEMPTED; NEITHER BY HAVANA CTR NOR 2 OTHER ACR'S. THE FLT CONTINUED TO FLT PLANNED DEST UNEVENTFULLY.
