Synopsis

A KING AIR B200 FLC CROSSES THE ILS HOLD SHORT LINE DURING A SNOW STORM.

Narrative

TAXI CLRNC 'TAXI TO RWY 3; HOLD SHORT OF ILS CRITICAL AREA.' DURING LONG TAXI IN SNOW; DUSK AND REDUCED VISIBILITY; WE TAXIED PAST THE ILS HOLD LINE. THERE WAS AN ACFT IN FRONT OF US THAT HAD DONE THE SAME THING. GND CTL ADVISED US OF OUR MISTAKE. CONTRIBUTING FACTORS INCLUDED: 1) CREW WAS DISTR BY AN INTERMITTENT BLEED AIR WARNING ANNUNCIATOR LIGHT; 2) THIS CAUSED US TO BE LATE IN COMPLETING OUR BEFORE TKOF CHKLIST; AND 3) SNOW COVERED THE ILS HOLD LINE. LESSON LEARNED: WHETHER IN THE AIR OR ON THE GND; THE #1 PRIORITY IS TO CTL THE ACFT. DO NOT BECOME DISTR AND BUST A GND CLRNC. SUPPLEMENTAL INFO FROM ACN 535259: GND COVERED WITH 1 INCH SNOW; WX; SNOWING 3/4 MI VISIBILITY; 400 FT CEILING. AN ANNUNCIATOR INDICATION/DIAGNOSIS HAD DELAYED OUR PRE TKOF CHK DURING TAXI. WE WERE CLRED TO THE ILS HOLD AT RWY 3. WE FOLLOWED ANOTHER ACFT BEYOND THE ILS HOLD POS; AS WE FINISHED OUR ITEMS. WHILE WE WERE EXTRA CAREFUL WITH TAXI DUE TO THE WX; NEITHER OF US SAW THE HOLD SHORT SIGN! WE ARE BOTH EMBARRASSED THAT WE FOLLOWED THE LEADER PAST OUR CLRNC LIMIT. I DO NOT KNOW IF THE SIGN WAS LIGHTED OR NOT; BUT IT DID NOT GET OUR ATTN IF IT WAS. ATC DID NOT CATCH OUR MISTAKE FOR ABOUT 1/2 MIN AFTER WE WERE HOLDING SHORT BEHIND THE LEADING PLANE.
