RESTR AREA INTRUSION BY A STUDENT ON SOLO CROSS COUNTRY FLT. NOTAM INFO WAS NOT RECEIVED DURING FLT PLANNING.

Narrative

THE FLT BEGAN THE NIGHT BEFORE. THIS WAS TO BE MY 3 POINT SOLO CROSS COUNTRY LESSON FOR A PART 141 SYLLABUS. I HAD PLANNED A FLT FROM ZZZ TO ZZZ1 TO ZZZ2 TO ZZZ3 AND BACK TO ZZZ. I RECEIVED A FLT BRIEFING FROM 1-800-WX-BRIEF. THE BRIEFER GAVE ME ALL AVAILABLE INFO CONCERNING MY FLT. HE ALSO TOLD ME ABOUT THE RESTR/PROHIBITED AIRSPACE IN THE AREA OF ZZZ1 AND TOLD ME I SHOULD STAY AWAY FROM THAT AREA. REVIEWING MY PLANNING AND DIRECT COURSE RTE; I WAS APPROX 4 TO 5 MILES; TO THE E; FROM THE RESTR/PROHIBITED AIRSPACE. I ALSO REVIEWED WINDS ALOFT; NOTAMS; TAF AND METARS FOR THE RTE OF MY FLT. THERE WERE NO NOTAMS CONCERNING ANY PROHIBITED AIRSPACE. I FLEW MY FIRST LEG TO ZZZ1. I ANNOUNCED A DEP FROM PATTERN TO THE N. AFTER DEPARTING; I SWITCHED FREQS TO ZZZ APCH TO ASK FOR FLT FOLLOWING. I VERIFIED MY POS WITH PILOTAGE NOTING THAT THE N AND S ROAD ALONG THAT SIDE OF THE RESTR/PROHIBITED AIRSPACE WAS 4 TO 5 MILES TO MY L. AFTER BEING BOUNCED AROUND ON FREQUENCIES; I GOT A CTLR TO IDENTIFY ME. THE CTLR DID NOT ANSWER ME AFTER ASKING FOR FLT FOLLOWING. CONTINUING TO CLIMB TO 3000 FT AND TRACKING THE VOR; I TRIED TO MAKE CONTACT AGAIN; NO ANSWER. THEN I HEARD MY TAIL NUMBER AND THE CTLR SAYING 'YOU MUST ANSWER ME!' SO I IDENTIFIED MY MODE 'C' XPONDER. I HEARD THE CTLR SAY 'YOU ARE IN RESTR AIRSPACE. MAKE AN IMMEDIATE R TURN TO 90 DEGS. I MADE THE TURN TO 90 DEGS.' I TOLD THE CTLR THAT I WAS UNAWARE I WAS IN THAT AIRSPACE AND TOLD HIM I WAS A STUDENT PLT ON A SOLO CROSS COUNTRY TRAINING FLT. HE TOLD ME I COULD 'EXPECT A FIGHTER INTERCEPT AT ANY MINUTE.' HE THEN TOLD ME THAT HE WOULD GIVE ME AN OPTION. HE COULD GIVE ME FLIGHT FOLLOWING; BUT I WOULD GET A SQUAWK CODE; AND IT WOULD IDENTIFY ME AND THEY MAY SUSPEND ME FOR 150 DAYS AUTOMATICALLY AND TAKE ANY RATINGS; OR; I COULD FLY VFR TO MY DESTINATION AND HE WOULD FORGET ALL ABOUT WHAT HAPPENED. HE TOLD ME TO TALK TO MY INSTRUCTOR WHEN I GOT BACK. I THEN SAID I WOULD FLY VFR. I CONTINUED ON MY COURSE TO ZZZ2 AND ASKED A FREQUENCY FOR ZZZ1 APCH. I THEN CONTACTED ZZZ1 APCH AND ASKED FOR FLT FOLLOWING. I RECEIVED A SQUAWK CODE AND GOT THE FLT FOLLOWING. I CONTINUED ON MY FLT TO ZZZ2. I TALKED TO MY INSTRUCTOR WHILE FUELING. HE INSTRUCTED ME TO FLY BACK TO ZZZ BY TRACKING VOR'S DUE TO THE TIME OF DAY AND POSSIBILITY OF LOSS OF DAYLIGHT. I GOT BACK AND WE TRIED TO FIGURE OUT WHAT WENT WRONG. WE CALLED THE 1-800-WX-BRIEF AND MADE UP A PLAN TO FOLLOW THE SAME RTE. THE BRIEFER GAVE ALL INFO ABOUT THE WX AND NOTAMS AND MORE. HE TOLD US TO 'STAY AWAY FROM THE RESTR/PROHIBITED AREA.' THE BRIEFER DID NOT MENTION ANYTHING ABOUT AN EXTENSION OF THAT AIRSPACE. MY INSTRUCTOR THEN ASKED THE BRIEFER IF THERE WAS AN EXTENSION TO THAT SPECIFIC AIRSPACE; AND THE BRIEFER SEEMED UNSURE OF HIMSELF. MY INSTRUCTOR THEN ASKED ABOUT WHERE WOULD THE LNDG BE IF THERE WAS A MILITARY INTERCEPT AND THE BRIEFER DID NOT KNOW. AFTER CONSULTING WITH THE ASSISTANT CHIEF FLT INSTRUCTOR; HE WAS BAFFLED AS TO WHY NO ONE TOLD US ABOUT AN EXTENSION OF THIS AIRSPACE. SO HE CALLED 1-800-WX-BRIEF NUMBER AND ASKED WHERE A NOTAM WOULD BE PRINTED ABOUT THIS EXTENSION. THE BRIEFER TOLD HIM THAT 'IT IS NOT PUBLISHED ANYWHERE.' HE ASKED ABOUT PUBLICATION OF 4 MILE EXTENSION; AND ASKED THE BRIEFER IF THE BRIEFER WOULD GIVE THAT INFO WHEN CALLING FOR A BRIEFING. THE BRIEFER SAID THEY WOULD GIVE THE INFO ABOUT A 4 MILE EXTENSION. ON 3 OCCASIONS; WHEN CALLING FOR A BRIEFING; THAT 4 MILE EXTENSION INFO WAS NOT GIVEN. I WAS ONLY TOLD TO 'STAY AWAY.' HOW AM I SUPPOSED TO BE AWARE OF AND AVOID SOMETHING THAT I AM NOT TOLD ABOUT NOR DO I KNOW WHERE TO LOOK FOR THIS TYPE OF NOTAM; ETC. THE NEW SECTIONAL CHARTS DO NOT HAVE AN EXTENSION OF THAT AIRSPACE PRINTED ON THEM.
