B767 CREW RECEIVED CTLR'S IRE WHEN INSTRUCTED TO FLY 210 KTS TO FAF; 4 PT 2 MI FROM RWY 27L; BUT SLOWED TO 190 KTS IN ORDER TO BE STABILIZED AT 1000 FT.

Narrative

WE WERE TALKING TO ORD APCH CTL. HE WANTED US TO KEEP OUR SPD UP. WE WERE AT 250 KTS; 5000 FT; AND 90 DEGS TO THE INTERCEPT OF LOC RWY 27L. WE ASKED IF HE WANTED ANOTHER SPD; BUT APCH STILL WANTED 250 KTS. THEN WE GOT A TURN TO AN EASTERLY HDG; 040 DEGS OR 070 DEGS. THEN A SHARP TURN TO 250 DEGS TO INTERCEPT THE LOC RWY 27L. THIS WAS BECAUSE AT 250 KTS WE WOULD AND DID OVERSHOOT THE LOC. ONCE ESTABLISHED WE WERE CLRED TO 4000 FT; 210 DEGS TILL WILLT; CLRED ILS RWY 27L CONTACT TWR AT WILLT. THE CAPT AND I DISCUSSED THIS CLRNC AND CONCLUDED THAT WE COULD NOT FLY 210 DEGS TO WILLT AND STILL MEET ACR'S STABILIZED APCH CRITERIA BY 1000 FT. THE CAPT SAID WE CAN GIVE HIM 190 KTS. SO I CALLED APCH TO TELL HIM WE WERE UNABLE 210 DEGS; BUT COULD FLY 190 KTS. HE DID NOT RESPOND AS THE FREQ WAS VERY BUSY. MEANWHILE; THE CAPT BEGAN SLOWING TO 190 KTS. FOR OVER 30 SECONDS; I COULD NOT GET A CALL IN. THEN 2 MI FROM WILLT THE CTLR ASKED OUR SPD. I TOLD HIM 190 KTS. HE BEGAN YELLING THAT OUR ASSIGNED SPD WAS 210 KTS. I INFORMED HIM THAT WE WERE UNABLE 210 KTS DUE TO THE ABOVE REASON; AND WE INFORMED HIM BUT GOT NO RESPONSE. SINCE THE FREQ WAS VERY CONGESTED; I DID NOT WANT TO XMIT LONG. WE CONTINUED THE APCH AND MET THE STABILIZED CRITERIA AND MADE A NORMAL LNDG.
