CPR JET FLC FAILED TO LEVEL OFF DURING DEP CLB AT FIX DEPICTED ON SID PROC. MISTAKE WAS NOTICED BY ATC AND A NEW ALT ASSIGNED.

Narrative

ON DEP FROM TEB; THE CREW OVERLOOKED AN ASSIGNED ALT DEPICTED IN THE TEXT PORTION OF THE DEP PROC 'TEB 5 DEP.' THIS TEXT INSTRUCTED PLTS TO MAINTAIN 1500 FT UNTIL REACHING APPROX 4 DME. ATC DISCOVERED THE ERROR AS WE CLBED THROUGH 3000 FT AT APPROX 4 DME. ATC ADVISED US OF THE DEP PROC ALT; THEN REASSIGNED A NEW ALT; WHICH WE COMPLIED WITH. CONTRIBUTING FACTORS INCLUDE: THE CLRNC RECEIVED PRIOR TO TAXI READ; 'CLRED TO ICT VIA THE TEB 5 DEP; CLB AND MAINTAIN FL390.' THE DEP PROC ALT RESTR INDICATING '1500 FT' APPEARS IN THE DEP PROC TEXT SECONDARY TO THE RTE/COURSE; AND APPEARED TO THE CREW AS AN ANCILLARY OR ADDITIONAL RWY PROC. LASTLY; THE CREW WAS UNFAMILIAR WITH TEB PROCS (FIRST TIME); AND NO ALT WAS ASSIGNED BY TWR ON TKOF. CORRECTIVE ACTIONS: UPON FURTHER REVIEW OF THE DEP PROC; THE CREW ACKNOWLEDGES THE OVERSIGHT AS OUR MISTAKE AND CONCLUDED THE FOLLOWING: 1) A MORE THOROUGH REVIEW OF DEP PROCS IS NECESSARY; ESPECIALLY WHEN AT UNFAMILIAR ARPTS. 2) PERHAPS CLRNC DELIVERY COULD ISSUE 'DEPART VIA THE TEB 5; COMPLY WITH RESTRS; EXPECT FL390.' 3) REINFORCE ALT RESTRS VIA TWR INSTRUCTIONS ON TKOF OR HDOF TO TRACON.
