WE DEPARTED PTK AT XA15 FOR A 3 HR FLT TO MLB. WE DECIDED TO TRY AN APCH INTO LEESBURG; FL; GP3 13. WE WENT MISSED. WE WENT TO MCO WHO HAD RPTED 15 MINS EARLIER 700 FT OVCST VISIBILITY 7 MI MIST; DEWPOINT AND TEMP WERE 1 DEG APART. AFTER MISSED APCH AT LEE; WE WENT TO MCO ILS RWY 36R. TWR SAID NEW SPECIAL WX 100 FT 1/4 MI VISIBILITY. WE WERE NOW INTO A FUEL CONSIDERATION. WE HAD MISSED AT LEESBURG; MCO WX HAD CHANGED TO WORSE. WE HAD 40 MINS OF FUEL AND 15-17 MIN FLT TO MCO THEN 12-15 MIN FLT TO MLB. WE ELECTED TO SHOOT MCO RWY 36R ILS CEILING 100 FT 1/4 MI; PLAN TO DIVERT TO MLB UPON MISSED APCH. AT 200 FT WE HAD THE REIL; RABBIT; IN SIGHT. WE DSNDED TO 100 FT; SAW RWY AND LANDED. HOWEVER; TWR CALLED VISIBILITY 1/4 MI. THE VIEW WAS IN OUR EYES HARD TO SAY; BUT THE APCH WAS FOR 200 FT 3/8 MI. WE WERE OK ON ALT; BUT MAYBE THE 3/8 MI WAS NOT THERE. IN OUR SIT; WE SAW THE RWY AND DECIDED TO LAND. THE DISTANCE RVR WAS NOT CONSIDERED AFTER RWY WAS IN SIGHT. OUR FIRST PLAN OF ACTION WAS TO LAND MCO. WX WAS 700 FT OVCST; 6-7 MI VISIBILITY. WE SHOULD HAVE IGNORED LEE AND FLEW DIRECTLY TO MCO; THEN MLB IF NEEDED. LEE WAS OUR BOSS'S SECOND CHOICE; SO WE TRIED FOR HIM -- NOT AGAIN.
